RELATING TO CESSPOOL CONVERSION.

Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool be upgraded or converted to a wastewater system approved by the Department of Health, prior to 1/1/2050. Requires that cesspools within 500 feet of certain bodies of water be upgraded, converted, or connected if they are sold or transferred on or after 1/1/2024. (SD2)

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII.

Allows the University of Hawaii to enter into contracts with the Research Corporation of the University of Hawaii for the purposes of supporting or facilitating sponsored research and training activities, or for advancing innovation and entrepreneurship in the State using funds appropriated by the Legislature. Requires the university to consult with pexclusive representatives to review conformance of positions with exceptions to collective bargaining for the purpose of employment of personnel that involve a state program or state employee. Retains the Research Corporation of the University of Hawaii's ability to maintain contracts related to invasive species control or eradication. Effective 7/1/2050. (SD2)

RELATING TO MILK PRODUCTION.

Repeals Chapter 157, Hawaii Revised Statutes, commonly referred to as the Milk Control Act. Requires any funds remaining in the Milk Control Special Fund to be used to reimburse fees paid by licensees within the past two years and to promote dairy cooperatives to continue local milk production in the State. RELATING TO REAL ESTATE BROKERS.

Allows the Real Estate Commission to revoke or suspend a license, or fine a licensee, for advertising, promoting, representing, receiving any remuneration for, or offering for rent any transient vacation units and whole-home short-term rentals unless the unit or rental is permitted by the relevant county. Effective 12/31/2050. (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the Department of Hawaiian home Lands to submit certain annual reports to the Legislature regarding the native Hawaiian rehabilitation fund. Appropriates moneys into and out of the fund for Hawaiian home lands lots, related projects, and down payment assistance and mortgage payment assistance to the department's beneficiaries. RELATING TO BEHAVIORAL HEALTH SERVICES.

Appropriates funds for fiscal year 2022-2023 to accommodate the anticipated increase in the volume of calls to Hawaii CARES Crisis Helpline following the transition of the National Suicide Prevention Lifeline's dial code to "988" on July 16, 2022. Effective 1/1/2050. (SD1)

RELATING TO PRETRIAL RELEASE.

Requires the court to impose a no contact order against a pretrial detainee if the detainee is granted a motion for pretrial release; provided that the charged crime pertains to the complaining witness; provided further that the complaining witness has a protective order against the pretrial detainee and the court is aware of the protective order. (SD1)
