RELATING TO THE DEPARTMENT OF AGRICULTURE.

Appropriates moneys to the Department of Agriculture for the control and mitigation of the two-lined spittlebug and for recovery efforts for lands damaged by the two-lined spittlebug. Requires a report to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO INDEPENDENT LEGAL COUNSEL.

Allows the Department of Hawaiian Home Lands to retain independent legal counsel as needed. Authorizes the Department of Hawaiian Home Lands to use the services of the Attorney General as needed and when the interests of the State and the Department of Hawaiian Home Lands are aligned. Provides that funds owed to independent legal counsel shall be paid by the State. Takes effect 7/30/2075. (SD1)

RELATING TO DATA ABOUT SNORKELS AND MASKS.

Requires the first responder to record in the incident report for each water rescue event the type of snorkel and mask, if any, that were worn by the person who was rescued or recovered.

RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)

RELATING TO HUMAN REMAINS.

Includes the use of traditional native Hawaiian burial practices in the treatment and disposal of human remains, including the use of water cremation or alkaline hydrolysis. Requires alkaline hydrolysis facilities to be certified by the Department of Health. Requires alkaline hydrolysis facility operators to undergo alkaline hydrolysis operator training and comply with certain Department of Health Administrative Rules. Requires sterile wastewater to be discharged into the sewer system as approved by the appropriate county. Effective 1/1/2050. (SD2)

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a 3-year cover crop reimbursement pilot program to provide reimbursements to farming operations in the State for costs related to cover cropping. Establishes a cover crop reimbursement pilot program manager position within the Department of Agriculture to administer the program. Requires an annual report to the Legislature. RELATING TO AGRICULTURAL ENTERPRISES.

Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes an agricultural enterprise program. Effective 7/1/2050. (SD1)

RELATING TO FARMS.

Creates an exclusion from income tax for the lesser of a percentage of federal adjusted gross income or an amount of federal adjusted gross income earned by a farmer from farming activities. Disallows the deduction of ordinary and necessary business expenses incurred in producing the excluded income. Effective 7/1/2050. (SD1)
