RELATING TO AGRICULTURE.

Establishes the Farm Succession Pilot Program under the Leeward Community College. Appropriates funds for the pilot program and for the Department of Agriculture's Farmer Apprentice Mentoring Program. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded.

RELATING TO STATE HOLIDAYS.

Designates the seventeenth day in January of each year as Reconciliation Day. Establishes Reconciliation Day as a state holiday. Requires the State and its departments and agencies to recognize Reconciliation Day through educational programs, cultural events, and activities. Requires the Governor to issue an annual proclamation recognizing Reconciliation Day as a day of reflection and remembrance. Requires all state offices, public schools, and other state institutions to display the Hawaiian flag at half-staff on Reconciliation Day. Repeals Good Friday as a state holiday.

RELATING TO THE CENTER FOR CLIMATE RESILIENT DEVELOPMENT.

Appropriates funds for the school of ocean and earth science and technology within the university of Hawaiʻi to establish and operate a center for climate resilient development. Declares that the general fund expenditure ceiling is exceeded.

RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaiʻi Home Energy Assistance Program within the Department of Human Services to assist qualifying households in paying their energy bills. Establishes the Hawaiʻi Home Energy Assistance Special Fund. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

RELATING TO RESILIENCE HUBS.

Establishes the Resilience Hubs Program within the Hawaiʻi Emergency Management Agency. Establishes the Resiliency Hubs Revolving Fund to accomplish provisions of the Resilience Hubs Program. Allots money from and renames the environmental response, energy, food security, and resilience tax into the Resiliency Hubs Revolving Fund.

RELATING TO INDECENT EXPOSURE.

Raises the criminal penalty for the offense of indecent exposure from a petty misdemeanor to a misdemeanor if the victim is less than sixteen years of age. Provides that the state of mind requirement is not applicable to the fact that the victim is less than sixteen years of age and that the actor is strictly liable with respect to the attendant circumstance that the victim was less than sixteen years of age.

RELATING TO COUNTY ETHICS COMMISSIONS.

Authorizes the Judicial Council to nominate persons for appointment to a county ethics commission; provided that the county's charter or ordinance requires members of the commission to be appointed from nominations made by the Judicial Council.
