Establishes the Cultural Corridor Authority to develop plans to redevelop areas affected by disaster while maintaining historic and cultural preservation. Establishes an income tax credit to incentivize the voluntary relinquishment of real property located in areas affected by disaster. Directs the Attorney General to commence eminent domain proceedings for certain purposes. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.

Requires the Department of Health to conduct a study to determine the cost and feasibility of establishing a heavy ion cancer therapy center in the State and using revenues derived from treating non-residents to subsidize cancer treatments of residents.
Requires the safe disposal of toxic and incinerator ash. Prohibits the reuse of toxic and incinerator ash for any purpose.
Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to prepare and periodically update the State Agriculture Functional Plan to include updates on seafood sustainability and other agricultural economic updates that expand the State's priority on food, including recognizing wild seafood as a viable food source. Requires the Governor to submit an updated state agriculture functional plan to the Legislature before the Regular Session of 2026.
Requires the Department of Education to submit annual reports to the Legislature on prior attendance at early learning programs for students entering kindergarten. Repeals standardized assessment requirements for students entering kindergarten.
Establishes provisions for unemployment benefit rights when claimants are unemployed due to a strike or industrial controversy.
