Authorizes the Department of Health to allow dispensaries to dispense cannabis or manufactured cannabis products to qualifying patients or primary caregivers of qualifying patients outside of the dispensary's retail store building but on the dispensary's premises. Requires the Department of Health to adopt rules, including rules for dispensing to a qualifying patient or primary caregiver of a qualifying patient who takes delivery while in a motor vehicle on the dispensary's premises.

Establishes the PFAS Testing Grant Program within the Department of Health to provide funding to assist communities, businesses, and residents throughout the State in obtaining testing services and biological sampling to identify and detect perfluoroalkyl and polyfluoroalkyl substances. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires the Hawaiʻi Climate Change Mitigation and Adaptation Commission to develop strategies for vehicle miles traveled reduction in the State. Requires a report to the Legislature.

Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.
