Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.

Makes an appropriation for fiscal years 2017-2018 and 2018-2019 for na ala hele to improve access to and maintenance of state controlled recreational trails statewide. (SD1)
Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.
Allows annual condominium education trust fund fees to be used for binding arbitration of condominium disputes.
Establishes a temporary task force for the purpose of creating a single definition of "bona fide agricultural producer" to be used across state government or creating different definitions to be applied for different uses. Requires a report to the legislature. Makes an appropriation.
Exempts gross receipts from the sale of mobility enhancing equipment, durable medical equipment, prosthetic devices, prescription drugs sold pursuant to a doctor's prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. Amends the definition of "prescription drugs". (SD1)
Authorizes the issuance of GO bonds for plans of a biological control containment facility on Oahu.
Requires twenty per cent of the department of human services' annual medicaid budget to be used for housing-related services and other permanent supportive services for homeless individuals with mental illness or substance use disorders. Requires the department to seek a section 1115 waiver from the Centers for Medicare and Medicaid Services.
Prohibits a person listed in the federal Terrorist Screening Database from owning, possessing, or controlling a firearm or ammunition. Allows for removal of the disqualification. Requires surrender or disposal of firearms and ammunition.
Reestablishes eligibility for the preschool open doors program to 3- and 4-year-old children and for children in the year prior to entering kindergarten.
