RELATING TO FIRE SPRINKLERS.

Prohibits counties from charging for automatic fire sprinkler or automatic fire sprinkler system inspections in any HHFDC housing projects. Makes permanent the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in new or existing one or twofamily dwelling units used only for residential purposes. Repeals the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in nonresidential agricultural and aquacultural buildings and structures located outside an urban area. Takes effect on June 29, 2017.

RELATING TO MINIMUM WAGE.

Increases the minimum wage to $12.00 per hour beginning 1/1/2020 and $14.00 per hour beginning 1/1/2022.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a purchaser or transferee to execute an oceanfront purchaser statement with every sale or transfer of oceanfront real estate. Requires the statement to be recorded with the bureau of conveyances. Establishes mandatory provisions for every oceanfront purchaser statement. Takes effect 11/1/17.

RELATING TO MINIMUM WAGE.

Increases minimum wage to $11.00 per hour beginning 01/01/19, $12.00 per hour beginning 01/01/20, $13.00 per hour beginning 01/01/21, $14.00 per hour beginning 01/01/22, and $15.00 per hour beginning 01/01/2023. Requires DBEDT to conduct assessment on living wage in Hawaii and submit report to legislature on its findings by 01/01/2020.

RELATING TO CONDOMINIUMS.

Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.

RELATING TO ACCESSIBILITY.

Requires the department of accounting and general services to adopt rules to require the international symbol of access to be replaced with the symbol of access depicting a dynamic character leaning forward with a sense of movement. Applies to new signage, buildings, and structures in place on or after January 1, 2018. Requires the disability and communication access board to include the symbol of access in lieu of the international symbol of access on various items issued, renewed, installed, or replaced on or after January 1, 2018. Defines symbol of access.

RELATING TO HONOKOHAU SMALL BOAT HARBOR.

Authorizes the board of land and natural resources to transfer the operation, administration, management, and maintenance of Honokohau small boat harbor to a community-based board of Hawaii county, a public-private partnership, or a private organization. Appropriates funds for repairs and maintenance of the harbor.

RELATING TO FIREARMS INSURANCE.

Requires firearms owners to obtain firearms insurance. Requires DCCCA, with the assistance of DPS, to create a firearms insurance program. Creates special fund for administrative fees. Effective 1/1/2019.

RELATING TO MEDICAL MARIJUANA.

Amends penalties pertaining to certain medical marijuana prohibitions. Repeals certain medical marijuana prohibitions. Makes conforming amendments.
