Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction. Requires all new single-family residential construction to be net zero capable by 1/1/2019.

Prohibits commingling of moneys distributed by the State or federal government for the purpose of operating a charter school with other moneys that do not have an educational purpose that benefits the charter school. Prohibits any action of a charter school or its governing board from giving rise to a private cause of action against the State. Requires any contract entered into by a charter school over a minimum amount to contain conditions and provisions provided by the department of the attorney general. (SD1)
Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. Requires remote schools to be allocated funds using categorical allotments, rather than through the weighted student formula. Defines a remote school as any public school that is a high school located at least a one-hour drive away from the next nearest high school or a high school located on the island of Lanai, Molokai, or Niihau.
Appropriates funds for the healthy aging partnership program to further the program's important role in improving the health and well-being of Hawaii's kupuna.
Authorizes the issuance of $3,300,000 in general obligation bonds and appropriates funds for the construction of a new ferry pier at Lahaina small boat harbor. (SD1)
Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)
Appropriates moneys for the HPHA to hire an additional security guard at Kalihi Valley homes.
Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or one of their family members, with tuition waivers comparable to the tuition waivers provided to faculty and their family members. Effective 5/12/2059. (SD1)
Exempts the gross proceeds of any qualified small farmer from the general excise tax. Repeals on 1/1/2023. (SD1)
