RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows tenants who prevail in a lawsuit for a violation of the Residential Landlord-Tenant Code to be awarded damages, reasonable attorney's fees, and costs of the suit.

RELATING TO FOREIGN MEDICAL GRADUATES.

Allows foreign medical school graduates applying for a license to practice medicine and surgery to substitute one year of required medical training or experience in a hospital with one year of fellowship training where the parent program or hospital is accredited by the Accreditation Council for Graduate Medical Education. Effective 12/31/2050. (SD1)

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Clarifies that the Hawaii Labor Relations Board has the authority to enforce its own orders issued pursuant to state law governing collective bargaining in public employment, in addition to discretion to seek judicial enforcement of its orders under the Hawaii Employment Relations Act. Effective 7/1/3000. (HD1)

RELATING TO REDRESS FOR WRONGFUL CONVICTION AND IMPRISONMENT.

Requires the Department of Corrections and Rehabilitation to provide written notice to certain persons regarding the ability to file a claim for redress under applicable wrongful conviction law. Requires the liberal construction of that law. Changes the standard for a claim for compensation for wrongful imprisonment from actual innocence to grounds consistent with innocence. Provides for advance compensation for petitioners under certain circumstances. Requires the State to prove, for claims for compensation for wrongful imprisonment, that the reversal or vacating of the petitioner's conviction or pardoning of the petitioner was inconsistent with innocence. Requires reports to Legislature from the Department of the Attorney General. (SD1)

RELATING TO LIBRARIES.

Requires reasonable terms in license agreements for digital literary materials between libraries and publishers. Defines prohibited terms for license agreements between libraries and publishers. Declares offer of a license agreement with a prohibited term an unfair or deceptive act. Makes a license agreement with a prohibited term void and unconscionable. RELATING TO REAL PROPERTY TRANSACTIONS.

RELATING TO COGNITIVE ASSESSMENTS.

Requires all health care providers who accept Medicare to provide a cognitive assessment as part of the Medicare Part B annual wellness visit for Medicare beneficiaries sixty-five years of age or older, with certain exceptions. Requires health care providers to submit certain information to the Executive Office on Aging and the Executive Office on Aging to report de-identified aggregated data to the Legislature on an annual basis. Appropriates funds. Effective 1/1/2026.

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires any appointment of a person by the Governor to serve in the Executive Branch in the position of an advisor to be subject to the advice and consent of the Senate if that person's salary is greater than $200,000, and is not paid from the Governor's budget. Requires the Governor to transmit Governor's Messages to the Senate President containing nominations for each gubernatorial appointee who was appointed to their advisor position before the effective date of this Act and whose salary is greater than $200,000, and is not paid from the Governor's budget. Effective 1/1/2491. (SD1)

RELATING TO ABANDONED VEHICLES.

Authorizes each county director of finance to waive, for up to one year, certain abandoned vehicle tow, storage, and other charges, fees, and fines owed to the county.
