RELATING TO ROADS.

Allows for a percentage of general excise and fuel taxes generated by the counties to be used for maintenance of private roadways that are open to the public. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION.

Beginning with the 2026-2027 school year, requires the Department of Education to include the teaching of financial literacy in kindergarten through grade twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.

RELATING TO PROCUREMENT.

Beginning 1/1/2026, requires contracts for services awarded to community-based organizations by the Department of Health, Department of Human Services, or Judiciary in support of fulfilling their statutory mandates to individuals, families, and communities in the State to include certain protections against inflation. Appropriates funds to the Department of Health, Department of Human Services, and Judiciary to increase the contract price in existing contracts for certain services provided by community-based organizations in support of fulfilling their statutory mandates to individuals, families, and communities in the State.

RELATING TO EXCITED DELIRIUM.

Prohibits excited delirium from being recognized as a valid medical diagnosis or cause of death in the State. Prohibits a local health officer or local agent of the Department of Health from stating on a certificate of death or in any report that the cause of death was excited delirium. Prohibits law enforcement officers from using the term excited delirium to describe an individual in an incident report. Establishes a new rule of evidence that deems evidence that a person experienced or suffered an excited delirium inadmissible in a civil action.

RELATING TO ONLINE FANTASY SPORTS.

RELATING TO REIMBURSEMENT OF PUBLIC OFFICERS AND EMPLOYEES.

Requires the State or a county to reimburse an officer or employee within thirty calendar days of a request for reimbursement for travel costs that the officer or employee loaned to the State or a county. Requires the State or a county to pay a percentage of interest on the total amount owed to an officer or employee until the loan is fully reimbursed.
