Requires the Department of Health to construct, establish, and operate an environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. Clarifies that the dwelling units eligible for the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on state or county land under a lease with an initial term of not less than ninety-nine years. Increases the time period that the sales price of dwelling units under the Rent-to-Own Program shall remain fixed from five years to ten years after the rental agreement is executed. Requires at least fifty per cent of treatment works effluent to be R-1 recycled water by January 1, 2045. Requires each county to report to the Department of Health by 1/1/2027 on the feasibility of recycling treatment works effluent that meets certain standards. Effective 7/1/3000. (HD1)
Allows a patient seen in-person by another health care provider in the same medical group as the prescribing physician to be prescribed an opiate prescription for a three-day supply or less via telehealth.
Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
Requires each purchasing agency to provide justification for hiring external consultants. Caps the amount each agency can spend on external consultants. Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount. Requires each agency to disclose new contracts with external consultants. Requires annual reports to the Legislature. Requires the Compliance Audit Unit to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance. Establishes the Board of Lactation Consultants of the Department of Commerce and Consumer Affairs and requires that lactation consultants be licensed by the board.
Directs the Department of Health to purchase and store a 1 year supply of mifepristone by working with 1 or more pharmacies in the State. Appropriates funds. Effective 12/31/2050. (SD1)
Allows state projects to be exempt from county building permit requirements under certain conditions. Requires all exempted state projects to be included in a report that is regularly made available to the public. Allows state agencies that undertake projects to be dedicated to a county to prepare programmatic or project-specific agreements that establish requirements and standards for review and acceptance if the agency wants the project to be exempted. Allows state agencies that want to be exempted from county permitting processes to establish a cooperative working group. Requires cooperative working groups to submit an interim report to the Legislature before the Regular Session of 2026. Effective 5/13/2040. (SD1)
Establishes the Ohana Zones Program as a program within the Statewide Office on Homelessness and Housing Solutions. Authorizes the Hawaii Housing Finance and Development Corporation to exempt ohana zones projects from general excise taxes. Requires annual reports to the Legislature. Appropriates funds.
