Adds credit enhancement for construction loans to the list of permitted uses of moneys in the Rental Housing Revolving Fund. Requires the Hawaiʻi Housing Finance and Development Corporation to adopt rules.
Establishes the Cesspool Conversion Revolving Loan Fund. Directs green energy market securitization loan repayments and interest to be deposited into the Cesspool Conversion Revolving Loan Fund. Requires the Hawaiʻi Green Infrastructure Authority to administer the Cesspool Conversion Revolving Loan Fund. Requires annual reports to the Legislature. (SD1)
Authorizes the University of Hawaiʻi to issue $300,000,000 in revenue bonds for the purpose of financing the construction, maintenance, and modernization of qualifying capital improvement projects.

Authorizes the issuance of general obligation bonds and appropriates funds for planning, design, and construction for a warehouse to expand the Hawaiʻi Emergency Management Agency's ability to store and deploy supplies and equipment to all counties within the State. Takes effect 1/1/2042. (SD1)
Requires the public access room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the department of education and university of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the legislative reference bureau for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Appropriates funds to the department of education for the expansion of civic education in the public schools.
Establishes the Affordable Housing Land Inventory Task Force within the Hawaiʻi Community Development Authority to update the maps, tier tables, and inventories of State lands suitable and available for affordable housing development in the Affordable Rental Housing Report and Ten-Year Plan. Repeals the authority of employers to pay tipped employees less than the minimum wage.
Requires one per cent of the transient accommodations tax be allocated to the Department of Hawaiian Home Lands for the purposes of building affordable housing for individuals on the DHHL waiting list.
