RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds to the Hawaiʻi Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaiʻi Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. (SD1)

RELATING TO SMOKING.

Establishes under the Department of Health a Smoking Sensor Rebate Program, which offers a rebate for installation of smoking sensors to detect smoking within smoking-prohibited areas.

RELATING TO WATER.

Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)

RELATING TO THE LABELING OF PRODUCTS.

Merges the Made in Hawaiʻi with Aloha branding program with the Hawaiʻi Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Repeals the Made in Hawaiʻi with Aloha program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" or "made in Hawaiʻi" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds.

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires the Department of Transportation to identify an emergency egress route other than Komo Mai Drive from Pacific Palisades or, if no other route can be found, determine the feasibility of constructing an alternate emergency egress route. Requires a report to the Legislature. Takes effect 1/1/2050. (SD1)

RELATING TO COMMUNITY HEALTH WORKERS.

Requires the Department of Health to administer a three-year pilot program to authorize community health workers to provide outreach, education, training, and navigation of services to address the social determinants of health in Kau, Hawaiʻi County. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)

RELATING TO COLLECTIVE BARGAINING.

Requires employers to initiate negotiations on repricing of classes within a bargaining unit within 30 days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within this time frame and the parties' failure to reach an agreement within 90 days of the exclusive representative's written request to negotiate, or by January 31 of the year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse and the dispute shall be subject to the impasse procedures in section 89-11, HRS. Takes effect of 7/1/2050. (SD1)

RELATING TO COLLECTIVE BARGAINING.

Allows the public employer and exclusive representative to negotiate benefits of the Hawaiʻi Employer-Union Health Benefits Trust Fund. Allows the exclusive representative to fully utilize dispute resolution and impasse provisions under state law when negotiating the benefits and contributions to the Hawaiʻi Employer-Union Health Trust Fund. Takes effect 7/1/2050. (SD1)
