Appropriates funds to the Department of Agriculture for a meat inspection program and for costs for meat inspection services, including one full-time equivalent (1.0 FTE) inspector program supervisor position and three full-time equivalent (3.0 FTE) inspectors. Declares that the general fund expenditure ceiling is exceeded. (SD1)
Requires the Department of Human Services' program requirements for chore services to include an assessment of whether the applicant has a family member who is available and capable of providing necessary chore services for the applicant. Requires the Department of Human Services to improve access for disabled persons seeking chore services by taking certain actions and submitting a report to the Legislature. Takes effect 12/31/2050. Establishes an Expanded Crisis Intervention and Diversion Activities Program within the Department of Health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be transported to a facility designated by the Director of Health. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations for the Expanded Crisis Intervention and Diversion Activities Program and certification of law enforcement officers in mental health first aid and crisis intervention team model. Makes appropriations to the Department of Land and Natural Resources and Department of Transportation for vegetation management projects to reduce the risks of wildfires across the State. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)
Requires each county board of water supply or water board to prioritize the sustainable recharge of aquifers, ensure the health of watersheds, and, when allocating water for new development, prioritize the development of affordable housing over other types of development. Provides that these requirements shall not be construed to affect allocations of water for agricultural purposes or developments under the Hawaiian Homes Commission Act, 1920, as amended.
Appropriates funds to address the mental health and wellness needs of youth in the State.
Permits film production on lands that are zoned for agricultural use. Establishes the Agricultural Film Production Land Use Oversight Committee to monitor and enforce compliance with regulations on film permit activities on agricultural zoned lands.
Authorizes the Public Utilities Commission to establish a discounted rate by tariff for water carriers that engage in the interisland transport of hydrogen produced from renewable sources. (SD1)
Appropriates funds for the installation, maintenance, management, and operation of non-chemical sunscreen dispensers on all state beaches. Allows the Department of Land and Natural Resources to contract or form a partnership with private parties to assist with the maintenance and management of sunscreen dispensers at all state beaches, as well as publicize that the mineral-based sunscreen in these dispensers is more protective of the coral reefs of the State. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)
