RELATING TO ELECTRIC VEHICLE BATTERIES.

Establishes an electric vehicle battery recycling and disposal program. Prohibits disposal of propulsion batteries as solid waste. Prohibits producers of propulsion batteries from refusing propulsion batteries for reuse, remanufacturing, repurposing, or recycling. Establishes producer responsibility for propulsion batteries embedded into vehicles or sold separately in the State or through remote sale. Authorizes the Department of Health to inspect any place, building, or premise and issue warnings and citations for failure to comply. Establishes requirements for a battery management plan. Establishes fines.

RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Adds credit enhancement for construction loans to the list of permitted uses of moneys in the Rental Housing Revolving Fund. Requires the Hawaiʻi Housing Finance and Development Corporation to adopt rules.

RELATING TO FINANCING.

Establishes the Cesspool Conversion Revolving Loan Fund. Directs green energy market securitization loan repayments and interest to be deposited into the Cesspool Conversion Revolving Loan Fund. Requires the Hawaiʻi Green Infrastructure Authority to administer the Cesspool Conversion Revolving Loan Fund. Requires annual reports to the Legislature. (SD1)

RELATING TO CONSTRUCTION WASTE.

Requires recycling of construction and demolition materials and use of recycled materials to factor into priority offeror selections for competitive procurements of construction or demolition services by the State or any county.

RELATING TO THE UNIVERSITY OF HAWAII REVENUE BONDS.

Authorizes the University of Hawaiʻi to issue $300,000,000 in revenue bonds for the purpose of financing the construction, maintenance, and modernization of qualifying capital improvement projects.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

Appropriates funds to establish       full-time equivalent (     .0 FTE) positions within the Employee Classification and Compensation Division of the Department of Human Resources Development to perform employee classification duties. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO DEPOSITS OF PUBLIC FUNDS.

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. Takes effect 7/1/2030. (SD1)
