Establishes the Hawaiʻi Residential Developers Loan Revolving Fund to be administered by the Hawaiʻi Housing Finance and Development Corporation for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for sale or rent to qualified residents. Authorizes the Director of Finance to issue general obligation bonds to fund the Hawaiʻi Residential Developers Loan Revolving Fund. Makes an appropriation. (SD1)
Establishes a working group to examine reparations for victims of child sexual abuse and the fiscal impact for childcare insurance providers, including increased premiums. Requires a report to the Legislature. (SD1)
Establishes the Homeless Employment Grant Program, a three-year pilot program, that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Human Services to report to the Legislature. Declares that the general fund expenditure is exceeded. Makes an appropriation.
Requires one per cent of the transient accommodations tax be allocated to the Department of Hawaiian Home Lands for the purposes of building affordable housing for individuals on the DHHL waiting list.

Clarifies that the Governor may waive historic preservation requirements in an emergency proclamation only when there is an imminent or presently occurring emergency which threatens health and safety.
Clarifies that the Governor's and mayors' emergency management powers shall be consistent with the Hawaiʻi State Constitution. Clarifies the scope of the Comprehensive Emergency Management Plan. Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency. Shortens the duration of price control periods from ninety-six hours to seventy-two hours. (SD1)
