RELATING TO WATER CATCHMENT.

Creates a refundable water catchment income tax credit for a homeowner who installs, places in service, or maintains a water catchment system meeting certain requirements on residential property in the State owned by the taxpayer. Applies to taxable years after 12/31/2024. Takes effect 12/31/2050. (SD1)

RELATING TO COMMUNITY HEALTH WORKERS.

Requires the Department of Health to administer a three-year pilot program to authorize community health workers to provide outreach, education, training, and navigation of services to address the social determinants of health in Kau, Hawaiʻi County. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)

RELATING TO THE DEPARTMENT OF HOUSING.

Establishes the Department of Housing. Places the Hawaiʻi Community Development Authority, Hawaiʻi Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaiʻi Public Housing Authority under the Department of Housing for administrative purposes. Replaces the Director of Business, Economic Development, and Tourism with the Director of Housing on the Hawaiʻi Community Development Authority. (SD1)

RELATING TO RENEWABLE ENERGY TAX CREDITS.

Allows a condominium association that claims a Renewable Energy Technologies Income Tax Credit under section 235-12.5, HRS, to transfer the credit, or a portion thereof, to another individual or corporate taxpayer that is not related to the condominium association. Requires the Director of the Department of Taxation to prepare forms necessary for the transfer of Renewable Energy Technologies Income Tax Credits. Provides that condominium association unit owners shall not be entitled to any apportionment or distribution of a transferred Renewable Energy Technologies Income Tax Credit when a condominium association transfers the tax credit. Takes effect 7/1/2040. (SD1)

RELATING TO A LEGISLATIVE BUDGET OFFICE.

Establishes the legislative budget office to produce fiscal analyses and reports on bills impacting state or county finances. Repeals the joint legislative budget committee and the office of the legislative analyst. Appropriates funds.

RELATING TO HOUSING.

Amends the priority for which moneys in the Rental Housing Revolving Fund are to be used. Requires the Hawaiʻi Housing Finance and Development Corporation to: (1) prioritize the allocation of low-income housing tax credits to certain projects and (2) adopt administrative rules regarding the awarding of: (A) points when evaluating and ranking low-income housing tax credit applications and (B) Rental Housing Revolving Fund moneys to certain housing projects. RELATING TO COLLECTIVE BARGAINING.

Requires employers to initiate negotiations on repricing of classes within a bargaining unit within 30 days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within this time frame and the parties' failure to reach an agreement within 90 days of the exclusive representative's written request to negotiate, or by January 31 of the year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse and the dispute shall be subject to the impasse procedures in section 89-11, HRS. Takes effect of 7/1/2050. (SD1)

Requires the Department of Land and Natural Resources to amend the definitions of "inadvertent discovery" and "previously identified" in the HAR, to better protect burial sites.
