Authorizes the issuance of general obligation bonds to the Hawaiʻi Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaiʻi Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. (SD1)

Authorizes qualified successors of at least twenty-five percent Hawaiian blood quantum of beneficiaries on the waiting list who died before receiving a lease to file a claim for a lease award within four years of the effective date. Requires the Department of Hawaiian Home Lands to adopt rules within two years of the effective date. Takes effect on either the date of the Secretary of the Interior's notification that congressional approval of this Act is unnecessary, or on the date of consent by the United States Congress. (SD1)
Requires a business that provides an online service, product, or feature likely to be accessed by children to comply with certain data privacy requirements. Requires a business to complete a data protection impact assessment for any online service, product, or feature likely to be accessed by children and maintain documentation of the assessment as long as the online service, product, or feature is likely to be accessed by children. Requires a business to make a data protection impact assessment available to the Attorney General pursuant to a written request and exempts a data protection impact assessment from public disclosure. Prohibits a business that provides an online service, product, or feature likely to be accessed by children from taking certain proscribed actions. Authorizes the Attorney General to seek an injunction or civil penalty against any business that violates certain provisions. Creates the Hawaiʻi Children's Data Protection Working Group. Requires reports to the Legislature.
Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)
Requires employees, applicants, and contracted vendors of condominium associations in employment positions that grant access to security cameras and footage to undergo a background check and be licensed consistent with the requirements in chapter 463, HRS. Takes effect 7/1/2040. (SD1)
Establishes the Upcycled Mobile Dishwashing System Pilot Program within the Department of Health. Requires a report to the Legislature. Establishes two full-time positions within the Department of Health. Declares the general fund expenditure ceiling is exceeded. Makes an appropriation.
Authorizes consumers aggrieved by the conduct of a mortgage loan originator licensee to recover from the Mortgage Loan Recovery Fund. Allows for excess moneys in the Mortgage Loan Recovery Fund to be used for certain training and educational purposes. Increases to $150,000 the restitution available to consumers from the Mortgage Loan Recovery Fund. (SD1)
Merges the Made in Hawaiʻi with Aloha branding program with the Hawaiʻi Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Repeals the Made in Hawaiʻi with Aloha program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" or "made in Hawaiʻi" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds.
Makes state agricultural tourism requirements applicable to all counties, instead of only counties that have adopted an agricultural tourism ordinance. Requires Land Use Commission to adopt rules that establish requirements applicable to all farms implementing agricultural tourism.
Requires the Department of Transportation to identify an emergency egress route other than Komo Mai Drive from Pacific Palisades or, if no other route can be found, determine the feasibility of constructing an alternate emergency egress route.
