Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction. Requires all new single-family residential construction to be net zero capable by 1/1/2019.

Exempts vehicles transporting asphalt or other high temperature loads from the requirement that their loads be covered.
Establishes the objective of eliminating all imported fossil fuels for ground transportation by 2045. Updates the State's clean energy initiative program to reflect the State's target of achieving a one hundred per cent renewable energy economy by 2045.
Requires the governor, DBEDT, and the Hawaii state energy office to develop a strategic plan that outlines benchmarks to achieve a one hundred per cent renewable energy portfolio standard. Requires DBEDT to submit the strategic plan to the legislature no later than twenty days prior to the convening of the regular session of 2018.
Appropriates funds to DBEDT to provide additional resources for the small business regulatory review board.
Requires the department of agriculture, subject to the allocation of funding, to establish an agricultural 2030 investment program and a farm to plate program. Specifies requirements for a strategic plan. Appropriates funds to the department of agriculture to initiate the programs. (SD1)
Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.
Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.
Requires notice be given to certain county agencies at least 30 days prior to construction or installation of certain agricultural buildings and structures that are exempt from building permit and code requirements. Imposes a fine of $100 per day of violation if construction or installation begins within 30 days of notice.
Proposes a constitutional amendment to require the gubernatorial nominee of each political party following the primary election to appoint a person from the same political party as a running mate for lieutenant governor in the general election.
