Requires twenty per cent of the department of human services' annual medicaid budget to be used for housing-related services and other permanent supportive services for homeless individuals with mental illness or substance use disorders. Requires the department to seek a section 1115 waiver from the Centers for Medicare and Medicaid Services.

Establishes a clean transportation fee to be paid from a tax on fuel sales. Establishes the zero emissions vehicle infrastructure special fund to be funded by a percentage of the clean transportation fee for the purpose of expediting the development of electric charging and hydrogen fueling infrastructure throughout the State to enable and promote the use of zero emissions vehicles. Establishes the zero emissions vehicle rebate special fund to provide rebates for the purchase of new zero emissions vehicles within the State so long as funds are available.
Establishes the state transit-oriented development authority to plan and coordinate development projects within the state-transit-oriented development district. Establishes the district within one-half mile of the sites of specified Honolulu rail transit stations.
Requires the Hawaii housing finance and development corporation to sell condominium development units with zero or one bedrooms on a lottery basis and not give preference to qualified purchasers.
Transfers all powers, duties, and obligations held by the Hawaii strategic development corporation to the high technology development corporation.
Prohibits the Chairperson of BLNR from adopting any rule with respect to a small boat harbor where a marine fueling station has been established that requires the exclusive fueling of vessels from that station only.
