RELATING TO EDUCATION.

Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.

RELATING TO TAXATION.

Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax beyond December 31, 2027. After full completion of the mass transit project, permits counties to use the surcharge on state tax for operation and maintenance of the mass transit project, existing public transportation, or public road and highway repairs. Deducts one-third of the amount from the gross proceeds of a county's surcharge on state tax to reimburse the State for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax and fund various State transportation projects. Repeals the sunset date of the county surcharge on state tax levied by the city and county of Honolulu. Takes effect January 1, 2018.

RELATING TO ANIMALS.

Prohibits tethers and certain other types of restraints that are known to endanger dogs or prevent dogs from receiving necessary sustenance. Specifies penalties.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a purchaser or transferee to execute an oceanfront purchaser statement with every sale or transfer of oceanfront real estate. Requires the statement to be recorded with the bureau of conveyances. Establishes mandatory provisions for every oceanfront purchaser statement. Takes effect 11/1/17.

RELATING TO TRANSIENT ACCOMMODATIONS.

Requires the department of taxation to manage a public database of all registered transient accommodation and resort time share vacation plan businesses. Makes failure to register as a business of furnishing transient accommodations a class C felony rather than a misdemeanor. Requires filers of transient accommodations tax to include the amount of transient accommodations tax revenues collected by zip code on tax return form. Requires filers of transient accommodations tax to include certificate of registration number on annual tax return. Applies to taxable years beginning after 12/31/16.

RELATING TO HEALTH SCIENCE EDUCATION.

Establishes the joint campus of the John A. Burns school of medicine and the University of Hawaii cancer center as the Hawaii health sciences campus at the University of Hawaii at Kakaako, to be an administratively separate branch of the University of Hawaii at Manoa. Appoints the dean of the John A. Burns school of medicine as the administrative head. Converts the bond debt service owed by the University of Hawaii cancer center to a general obligation bond and combines it with the John A. Burns school of medicine debt. Requires a five-year business plan to be submitted to the legislature by 01/01/18. Appropriates funds for the transition into a joint campus.

RELATING TO THE LEGISLATIVE BROADCAST PROGRAM.

Requires the legislative broadcast program to make an audio or audiovisual recording of all public hearings and informational briefings held at the State Capitol, and maintain an archive of the recordings to be made available to the public. Appropriates moneys.
