RELATING TO THE AHA MOKU ADVISORY COMMITTEE.

RELATING TO HOMELESSNESS.

Allocates $2,000,000 of annual transient accommodations tax revenues to DHS to contract with provider agencies operating or managing a homeless facility or any other program for homeless persons in tourism-impacted areas. Takes effect 1/1/2018. (SD1)

RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION.

Corrects an error in the Supplemental Appropriations Act of 2016 to clarify that the Kaho‘olawe island reserve commission is affiliated with the county of Maui, rather than the county of Hawaii.

RELATING TO LAND TRANSFER.

RELATING TO TAXATION.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. Ensures that the subject property is in compliance with applicable land use laws. Sunsets on 12/31/2022.

RELATING TO SPECIAL MANAGEMENT AREAS.

Adds a new definition of parked lunch wagons or food trucks to apply in special management areas. Amends the definition of development in a special management area to include placement of any structure. Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

RELATING TO EDUCATION.

Expands the National Board Certification Incentive Program to provide monetary incentives to school psychologists.  Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.

RELATING TO TAXATION.

Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties.

RELATING TO CASE MANAGERS.

Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.
