Establishes the Ombudsman's Office for condominium associations within the Department of Commerce and Consumer Affairs. Establishes the Ombudsman's Office Special Fund. Requires condominium association board members to meet certain educational requirements through classes offered by the Ombudsman. Updates the Condominium Property Act to integrate the role and functions of the ombudsman's office for condominium associations. Appropriates funds for establishment of the Ombudsman's Office. Effective 1/1/2025.

Prohibits a condominium unit owner, resident, tenant, or their guests, or any person acting on behalf of the unit owner, from harassing or interfering with board members, managing agents, resident managers, association employees, or vendors contracted by the association, in the performance of any duty or in the exercise of any right or power granted under chapter 514B, HRS, or the governing documents of the association.
Requires counties to grant building permits within sixty days if the application is stamped and certified by a licensed engineer and architect and other certain conditions are met. (SD1)
Establishes and appropriates funds for an artificial intelligence government services pilot program to provide certain government services to the public through an internet portal that uses artificial intelligence technologies.
Increases from $2,000 to $2,240, the minimum amount of guaranteed compensation required for an individual employed by and an employer who is exempt from the State's Wage and Hour Law.
Amends the appropriation of Act 279, SLH 2022, to conform its lapsing provision by 1 year, to conform to constitutional limitations. Appropriates moneys to the Department of Hawaiian Home Lands for fiscal year 2024-2025 to give practical effect to the legislative intent behind Act 279. Declares that the general fund expenditure ceiling will be exceeded.
Prohibits the feeding of feral animals within a certain distance from Department of Education public school campuses. Establishes fines.
Amends the definition of "preceptor" to include physician assistants, registered dietitians, and social workers. Amends the definition of "volunteer-based supervised clinical training rotation" to clarify that preceptors may be compensated for the provision of standard clinical services during supervised clinical trainings. Amends the definition of "eligible student" to include physician assistants, registered dietitians, and social work students. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
Prohibits camping in public areas that are not designated as camping locations by the State or a county with certain exceptions. Allows the court to order violators to participate in homeless services in lieu of prosecution or sentencing. Requires the State or counties to establish safe zones for homeless persons. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations. Takes effect 12/31/2050. (SD1)
Requires the law enforcement standards board to develop training materials related to the recognition and signs of Alzheimer's disease and related types of dementia. Requires law enforcement officers to review training materials for at least 1 hour per year.
