Clarifies that persons or minors that enter private property with or without charge by a landowner for recreational purposes have no cause of action, unless exempted under law. Requires a court to award attorneys' fees and costs to landowners if plaintiffs bring unreasonable claims. Establishes as a matter of law, persons or minors participating in outdoor recreational activities accept the inherent dangers in the activities.

Requires government entities to seek reimbursement for search and rescue expenses from persons who require rescue after ignoring warning signs, leaving a hiking trail to enter a prohibited area, or hiking on a trail closed to the public. Takes effect 1/1/2042. (SD1)
Specifies that fire safety use is a beneficial use of fresh water in the State Water Code. Requires the Department of Land and Natural Resources, in consultation with the Hawaiʻi Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes. Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
Establishes the Wildfire Mitigation Working Group. Requires a report to the Legislature. Requires the Office of Planning and Sustainable Development to provide administrative support to the working group. Makes an appropriation.
Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2024. Sunsets 12/31/2027.
