Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Reduces the time requirement when a disbursing officer shall inform the employee of indebtedness. Reduces the minimum amount owed per pay period from $100 to $50 or 5% of the new employee's wages.
Establishes the Warehouse Worker Protection Act. Requires certain warehouse employers to provide written descriptions of quotas to employees and maintain records of quotas and employee work speed data. Protects employees from quotas that would prevent compliance with meal or rest periods or the use of bathroom facilities. Allows employees to request a written description of their quota and employee work speed data. Requires the Director of Labor and Industrial Relations to adopt rules to implement the provisions of the Act.
Requires the Insurance Commissioner to conduct a study on wildfire risk and insurance and submit a report regarding the study to the Legislature prior to the Regular Session of 2025.
Appropriates funds to increase the salary schedules of deputy sheriffs within the Department of Law Enforcement. Declares that the general fund expenditure ceiling is exceeded.
Excludes from civil service requirements employees performing services in University of Hawaiʻi student or employee housing and certain personal services in privately financed leased or owned buildings.
Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.

Requires the Agribusiness Development Corporation to plan, design, construct, and operate certain animal slaughterhouses throughout the State. Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs. Clarifies that chapter 466L, Hawaiʻi Revised Statutes, is repealed. Applies registration requirements retroactively to 6/30/2023. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
