Establishes a silver alert program within the Department of Law Enforcement to help locate and safeguard missing vulnerable adults with developmental disabilities or mental impairments who pose a credible threat to the health and safety to themselves or others.

Makes an appropriation to the Hawaiʻi Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of a certain number of housing units. Declares that the general fund expenditure ceiling is exceeded. (SD1)
Requires the Hawaiʻi Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaiʻi Public Housing Authority to conduct the study, or contract services to conduct the study.
Requires the Director of Transportation to establish and implement a Digital Identification Pilot Program. In coordination with the counties and various agencies, requires the Director of Transportation to submit a report to the Legislature.
Exempts persons engaging in aquaculture research from the aquarium fish permit requirement.
Requires the Department of Law Enforcement to conduct a voluntary firearm buyback program in each county of the State. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 1/1/2042. (SD1)
Requires the Department of Corrections and Rehabilitation, in collaboration with various agencies and upon request of the inmates, to assist inmates in obtaining the inmates' civil identification card, birth certificate, social security card, and other relevant identification necessary for successful reentry into society, as soon as practicable. Requires the Department of Corrections and Rehabilitation to initiate the process of obtaining identifying documents for inmates released to work furlough, extended furlough, or community placement programs, by providing the forms necessary for the inmate to obtain civil identification cards and other identifying documents to the inmate as soon as practicable.
Beginning on 7/1/2024, requires that the state supplemental payment for type 1 adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes not exceed $767. Beginning on 7/1/2024, requires the state supplemental payment for type II adult residential care homes not exceed $875. Beginning on 7/1/2024, requires that the state supplemental payment for adult day care centers and adult day health centers not exceed $63.06 and $87.21 per diem, respectively. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations.
Establishes an ombudsman's office for homeowner associations within the Department of Commerce and Consumer Affairs Office of Consumer Protection. Establishes an Ombudsman's Office Special Fund. Requires board members of condominium associations, cooperative housing corporations, and planned community associations to meet certain educational requirements through classes offered by the ombudsman. Updates statutes relating to condominium associations, cooperative housing corporations, and planned community associations to integrate the role and functions of the ombudsman's office for homeowner associations. Appropriates funds for establishment of the ombudsman's office. Effective 1/1/2025.
Prohibits retaliatory actions against a unit owner, board member, managing agent, resident manager, or association employee who takes lawful action in an effort to address, prevent, or stop a violation of the condominium law, the governing documents of the association, or any law, ordinance, rule, regulation, or code that impacts the association. Allows a unit owner, board member, managing agent, resident manager, or association employee to bring a civil action for retaliation in the district court or circuit court, whichever is appropriate, to allege a violation. Provides a claimant that brings a civil action for retaliation in the circuit court with the right to a jury trial. Prohibits an association from using association funds or reserves in a manner that would be considered retaliation in any lawsuit against a unit owner.
