RELATING TO CLEAN AND RENEWABLE ENERGY JOBS.

Permits the expenditure of funds from the energy security special fund for the creation of jobs relating to clean and renewable energy generation. Requires the Hawaii clean energy initiative program to develop a plan to increase jobs aligned with the State's transition to a clean energy economy. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Allocates funds from TAT revenue directly to the Hawaii Tourism Authority, rather than through the Special Land and Development Fund, to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan. Requires HTA to submit an annual report of certain projects undertaken in accordance with the HTA Strategic Plan. Effective on 7/1/2099. (HD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Amends the amount of transient accommodations tax revenues allocated to the counties from a specified sum to capped reimbursements to the county for expenditures related to specified county public services. Appropriates funds to the department of budget and finance for costs and expenses incurred in the development, implementation, or support, including operational costs and costs for necessary staffing, needed to effectuate this measure. Effective 7/1/2099. (HD1)

RELATING TO GRID-INTERACTIVE WATER HEATER SYSTEMS.

Commencing January 1, 2022, prohibits the issuance of building permits for new multi-unit dwellings that do not include grid-interactive water heater systems. Requires the PUC to establish standards for the systems. Effective 7/1/2050. (HD2)

RELATING TO COFFEE LABELING.

Includes Hawaii-grown green coffee, cherry coffee, and parchment coffee in the coffee labeling requirements. Requires coffee blend labels to disclose geographic and regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of 51 per cent after 7/1/2022. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee not produced entirely from green coffee beans grown and processed in Hawaii. Appropriates funds. Effective 7/1/2150. (HD2)

RELATING TO AGRICULTURE.

RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES.

Requires the office of solid waste management to establish the recycled products manufacturing grant program to incentivize new recycled products manufacturing, bioconversion, or composting business within the State. Appropriates funds. Effective 7/1/2050. (HD2)

RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a motor vehicle driver's license or identification card to be automatically registered to vote unless the applicant affirmatively declines. Allows an applicant to affirmatively decline to have any of the applicant's information electronically transmitted. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the online voter registration system. Effective 7/1/2050. (HD2)
