RELATING TO PARKING FOR DISABLED PERSONS.

Beginning 7/1/27, increases the number of required accessible and van-accessible parking spaces in parking facilities with more than twenty-five parking spaces that are covered by title II or III of the Americans with Disabilities Act, with an exception for qualifying public entities managing large parking inventories that are otherwise compliant with Americans with Disabilities Act standards. RELATING TO UNACCOMPANIED HOMELESS YOUTH.

Entitles unaccompanied homeless youth, including runaway youth, with the rights, as provided by the federal McKinney-Vento Homeless Assistance Act of 1987, to immediate enrollment in school, full participation in school activities, and access to comparable school and educational services provided to other students. Establishes a student-centered, safety-first protocol for unaccompanied homeless youth enrolling in or attending school. RELATING TO POLICING.

Establishes the Hawaii Center for Policing and Criminal Justice Research within the Social Science Research Institute, College of Social Sciences, University of Hawaii at Manoa to house the Hawaii Crime Lab. Requires law enforcement agencies and law enforcement oversight agencies to collect and report certain data regarding law enforcement stops, uses of force, and complaints to the Hawaii Crime Lab. Requires the Hawaii Crime Lab to collect and publish incident-level information and an annual report on the data collected. Requires the Department of the Attorney General to adopt rules, in coordination with the Hawaii Crime Lab, Office of Hawaiian Affairs, and any community advisory boards. Appropriates funds for the establishment and operation of the Hawaii Center for Policing and Criminal Justice Research within the Social Science Research Institute, College of Social Sciences, University of Hawaii at Manoa to support implementation. RELATING TO THE BOARD OF EDUCATION.
