Education on Abusive Head Trauma; Requiring the Department of Health to adopt evidence-based parent education materials that describe the dangers of abusive head trauma, including shaken baby syndrome; requiring the department to implement a multi-year phase-in plan for the distribution of the parent education materials, etc.
Rate Standards for Property Insurers; Revising the powers of the consumer advocate; specifying that failure to obey certain court orders may be punished as contempt; prohibiting the Office of Insurance Regulation from approving certain rate filings, etc.
Crimes Evidencing Prejudice; Expanding grounds for the reclassification of crimes to include acts of prejudice based upon the gender of a victim; specifying that the reclassification occurs if the crime was based in whole or in part on the actual or perceived characteristics of the victim; revising the definition of the term “mental or physical disability”; defining the term “victim”, etc.
Nurse Registries; Providing that certain health care practitioners under contract with a nurse registry are deemed independent contractors for purposes of provider reimbursements under the Medicaid program; providing that such practitioners are not eligible for overtime or holiday pay, etc.
Nursing Education Programs; Requiring the Department of Health to issue provisional licenses to graduate licensed practical nurses and graduate registered nurses under the supervision of clinical preceptors; revising application requirements for nursing education program approval; requiring the Florida Center for Nursing to develop graduate nursing preceptorship standards by a specified date; defining the term “adverse action”; revising requirements for annual reports approved programs are required to submit to the board, etc.

Health Screenings for K-12 Students; Authorizing specified screening to be performed on K-12 students after written parental notification of such services is provided and the student’s parents are given specified opportunities, etc.
Agreement Among the States to Elect the President by National Popular Vote; Requiring a statewide popular election for President and Vice President of the United States; establishing a procedure for appointing presidential electors in member states; providing that the agreement becomes effective upon the occurrence of specified actions, etc.
