Existing law, known as the State Capitol Building Annex Act of 2016, authorizes the Joint Rules Committee to pursue the construction of a state capitol building annex or the restoration, rehabilitation, renovation, or reconstruction of the existing State Capitol Building Annex, as provided. In accordance with specified provisions of the California Constitution, the act also expressly appropriates a specified amount of moneys from State Project Infrastructure Fund to cover the costs of the design and construction of components of the project or projects authorized by the act that will modify portions of the west wing of the State Capitol in order to facilitate a fully functional State Capitol. This bill would make nonsubstantive changes to this provision.

Existing law prohibits a person who has 0.08% or more, by weight, of alcohol in their blood from driving a vehicle. Existing law also prohibits a person while having 0.08% or more, by weight, of alcohol in their blood from driving a vehicle and concurrently doing any act forbidden by law, or neglecting any duty imposed by law in driving the vehicle, when the act or neglect proximately causes bodily injury to a person other than the driver. A violation of either of these prohibitions is a crime. Existing law requires the Department of Motor Vehicles to immediately suspend a person's privilege to operate a motor vehicle for a specified period of time if the person has driven a motor vehicle when the person had a certain blood-alcohol concentration. Existing law also requires the department to suspend or revoke the driving privilege of a person who refuses an officer's request or fails to complete a chemical test or tests, as specified. Existing law authorizes certain individuals whose privilege is suspended or revoked pursuant to that provision to receive a restricted driver's license if specified requirements are met, including the completion of specified periods of license suspension or revocation and, in some instances, the installation of an ignition interlock device on the person's vehicle. This bill would authorize a court to order participation in a "24/7 sobriety program" for a person who has been convicted of a driving under the influence offense within 10 years after a previous driving under the influence conviction. The bill would define a "24/7 sobriety program," in part, as requiring a person in the program to abstain from alcohol and unauthorized controlled substances and be subject to frequent testing for alcohol and controlled substances, as specified. The bill would require a person participating in the program to pay the program costs, commensurate with the person's ability to pay, as specified. The bill would require the Office of Traffic Safety to include information about the program in the Highway Safety Plan and in any applications for federal highway safety grants.
Existing law authorizes a county that is responsible for the cost of a trial or trials or any hearing of a person for the offense of homicide to apply to the Controller for reimbursement of excessive costs incurred by the county under specified circumstances. Under existing law, if the Controller determines that reimbursement is proper, the Controller is required to request the Director of Finance to include any amounts necessary to fulfill reimbursement in a request for deficiency appropriation. This bill would enact the Justice Act of 2019 for the Reimbursement of County Costs Arising from the Matter of the People v. Joseph DeAngelo, and would authorize the County of Sacramento and other California counties to be reimbursed for the reasonable and necessary costs, as specified, incurred in connection with the prosecution and defense of Joseph DeAngelo. The bill would require a county seeking reimbursement to send a statement of costs to the Controller for approval, and would require the Controller, within 60 days, to either pay approved costs or provide a written statement as to the reason for not making reimbursement at that time. The bill would create the Justice Act of 2019 Fund for these purposes.
Existing law authorizes the head of a department of a county or city, or the head of a special district to destroy recordings of routine video monitoring maintained by that county, city, or special district after one year if that person receives approval from the legislative body and the written consent of the agency attorney. Existing law authorizes the head of a department of a county or city, or the head of a special district to destroy recordings of telephone and radio communications maintained by that county, city, or special district after 100 days if that person receives approval from the legislative body and the written consent of the agency attorney. This bill would exempt the head of a department of a county or city, or the head of a special district from these recording retention requirements if the county, city, or special district adopts a records retention policy governing recordings of routine video monitoring and recordings of telephone and radio communications.
The Economic Revitalization Act establishes the Governor's Office of Business and Economic Development, also known as GO-Biz, to serve as the Governor's lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. The office, among others, makes recommendations to the Governor and the Legislature regarding policies, programs, and actions to advance statewide economic goals. This bill would require the economic development activities of this state to be guided by the policies, priorities, and actions identified in the California Economic Development Strategic Action Plan, which would, among other things, set a comprehensive agenda and framework for the purposes of supporting regional economic priorities, increasing the state's overall national and international competitiveness, and resulting in inclusive economic growth. This bill would require GO-Biz to facilitate the development of the action plan through a public engagement process that includes local and regional stakeholders, and to post the first action plan on its internet website on or before January 10, 2021. The bill would require, by July 1, 2020, GO-Biz to prepare or cause to be prepared an economic status report before the development of the action plan that would include, among other things, an evaluation of California's national and international competitiveness, as specified. This bill would require the action plan to be reviewed biennially and revised every 5 years in accordance with certain requirements. Existing law creates the California Economic Development Fund in the State Treasury for the purpose of receiving federal, state, local, and private economic development funds, which, upon appropriation by the Legislature, may be expended by GO-Biz to provide matching funds for loans or grants to public and private entities and for other economic development purposes. The bill would authorize GO-Biz to accept nonstate moneys for the purposes of preparing, developing, and updating the economic status report and the action plan. The bill would require the deposit of any amounts received by GO-Biz into the Economic Action Plan Account, which this bill would establish in the California Economic Development Fund. This bill would make those amounts available to the office for those purposes upon appropriation by the Legislature.
