Existing law, the Gambling Control Act, provides for the licensure and regulation of various legalized gambling activities and establishments by the California Gambling Control Commission and the investigation and enforcement of those activities and establishments by the Department of Justice. Existing law prohibits, until January 1, 2023, the governing body and the electors of a city, county, or city and county that has not authorized legal gaming within its boundaries prior to January 1, 1996, from authorizing legal gaming. Existing law also prohibits, until January 1, 2023, an ordinance in effect on January 1, 1996, that authorizes legal gaming within a city, county, or city and county from being amended to expand gaming in that jurisdiction beyond that permitted on that effective date. This bill would exclude an increase in the number of tables authorized in existing gambling establishments from the prohibition on expansion of gaming and would explicitly authorize a city, county, or city and county to expand, by ordinance, the number of tables permitted in a gambling establishment.
This measure would commemorate the long history of Easter, its importance to the Christian faith, and would encourage all Californians to celebrate the Easter holiday.
(1) Existing law, known as the State Capitol Building Annex Act of 2016, authorizes the Joint Rules Committee to pursue the construction of a state capitol building annex or the restoration, rehabilitation, renovation, or reconstruction of the existing State Capitol Building Annex, as provided. In accordance with specified provisions of the California Constitution, the act also expressly appropriates a specified amount of moneys from State Project Infrastructure Fund to cover the costs of the design and construction of components of the project or projects authorized by the act that will modify portions of the west wing of the State Capitol in order to facilitate a fully functional State Capitol. This bill would clarify that the amount appropriated for the costs of the design and construction of components of the project or projects that will modify portions of the west wing of the State Capitol are determined by an agreement required under the act, including any amendments to that agreement. (2) Existing law provides that title to specified legislative office facilities is vested in the Legislature. A provision of existing law requires that the space in the legislative office facilities be allocated from time to time by the Senate Committee on Rules and the Assembly Committee on Rules in accordance with their determination of the needs of the Legislature, as specified. This bill would make a nonsubstantive change to that provision.
This measure would proclaim January 23, 2020, as Maternal Health Awareness Day, to draw attention to the efforts that have improved maternal health in California and to highlight the need for continued improvement of maternal health for all women.
