Relative to the Sergeant Nicole Gee, United States Marine Corps Memorial Highway.

This measure would designate the portion of Interstate 80 in the County of Placer, from the Douglas Boulevard Overcrossing, 19-0079 at postmile 1.975, to the junction of State Route 65 at postmile 4.160, as the Sergeant Nicole Gee, United States Marine Corps Memorial Highway. The measure would also request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.

Career technical education: data collection.

Existing law establishes the California Career Technical Education Incentive Grant Program, administered by the State Department of Education, with the purpose of encouraging, maintaining, and strengthening the delivery of high-quality career technical education programs, as specified. Existing law requires grant applicants under the program to meet minimum requirements, including, among other things, reporting to the Superintendent of Public Instruction specified data relating to pupils and their career technical education coursework. This bill would require that data to be disaggregated by race and gender. Existing law establishes the Strong Workforce Program to provide funding to career technical education regional consortia made up of community college districts and local educational agencies, as specified. Existing law requires the office of the Chancellor of the California Community Colleges to implement performance accountability outcome measures for the Community College component of the program, as provided, and requires these outcome measures to include, to the extent possible, demographic data to allow policymakers and the general public to evaluate progress in closing equity gaps in program access and completion, and earnings of underserved demographic groups. Existing law requires the chancellor's office to submit an annual report on the Community College component of the program to the Governor and the Legislature that includes, among other things, data summarizing those outcome accountability performance measures. Existing law requires, as part of the K–12 component of the program, a local educational agency applicant, or the applicant's career technical program, as applicable, to report data that can be used by policymakers, local educational agencies, community college districts, and their regional partners to support and evaluate the program, including, to the extent possible, demographic data used to evaluate progress in closing equity gaps in program access and completion, and earnings of underserved demographic groups, as provided. Existing law requires this reporting to include specified metrics. This bill would require the above-described performance accountability measures and data associated with the Strong Workforce Program to be disaggregated by race and gender, as provided. The bill also would correct a cross-reference.

Relative to California State Parks Week.

This measure would proclaim the Legislature's support for California State Parks Week, observed the days of June 12, 2024, to June 16, 2024, inclusive, and provide that the Legislature encourages all Californians and visitors to the state to cherish, protect, enjoy, and find inspiration in the diverse holdings within the state park system.

This measure would recognize June 19, 2024, as Juneteenth and would urge the people of California to join in celebrating Juneteenth as a day to honor and reflect on the significant role that African Americans have played in the history of the United States and how they have enriched society through their steadfast commitment to promoting unity and equality.

California State University: sexual harassment: implementing California State Auditor recommendations.

Existing federal law, known as Title IX, prohibits a person, on the basis of sex, from being excluded from participation in, being denied the benefits of, or being subject to discrimination, which includes sexual harassment, under any education program or activity receiving federal financial assistance. The Donahoe Higher Education Act establishes the California State University, under the administration of the Trustees of the California State University, as one of the 3 segments of public postsecondary education in the state. A portion of the Donahoe Higher Education Act, known as the Equity in Higher Education Act, declares, among other things, that sexual harassment of students is a form of prohibited sex discrimination and requires the California State University, on or before December 1 of each year, to submit a report to the Legislature on the investigations and outcomes of sexual harassment reports and formal sexual harassment complaints, as provided. This bill would require, on or before July 1, 2026, the California State University to implement the recommendations provided in a specified California State Auditor report, as provided. The bill would require the California State University to submit an initial report on or before July 1, 2025, and a final report on or before December 1, 2026, to the Legislature, the Assembly Committee on Higher Education, the Joint Legislative Audit Committee, and the Senate Committee on Education on the status of implementing the California State Auditor recommendations, including, if completed at the time of the report, any summarized results from specific campus compliance reviews and identification of any systemic issues the California State University has in meeting the recommendations of the California State Auditor report, as provided.

Stray animals: availability for adoption or release.

Existing law requires a public or private shelter to release an impounded stray dog or cat to a nonprofit, as defined, animal rescue or adoption organization if requested by the organization before the scheduled euthanasia of that animal, except as specified. Existing law authorizes a puppy or kitten under 8 weeks of age that is reasonably believed to be unowned and is impounded in a public or private shelter to, before the euthanasia of that animal, be made immediately available for release to a nonprofit animal rescue or adoption organization if requested by the organization, and authorizes a puppy or kitten relinquished to a public or private shelter by the purported owner, or brought in by any other person with authority to relinquish it, to be available immediately for adoption. Existing law requires that a rabbit, guinea pig, hamster, potbellied pig, bird, lizard, snake, turtle, or tortoise that is legally allowed as personal property and that is impounded in a public or private shelter be held with the same opportunities for redemption and adoption by new owners or nonprofit animal rescue or adoption organizations as provided for dogs and cats, as specified. This bill would expand the scope of those provisions to apply to nonprofit organizations, as defined, animal rescue organizations, and adoption organizations, rather than nonprofit animal rescue organizations and nonprofit adoption organizations. The bill would authorize a puppy or kitten relinquished to a public or private shelter by the purported owner, or brought in by any other person with authority to relinquish it, to also be made immediately available for release to a nonprofit organization, animal rescue organization, or adoption organization if requested by the organization. Under existing law, a violation of the Food and Agricultural Code is a crime. Because the above provisions would be part of that code, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Support Academic Futures and Educators for Today's Youth Act.

(1) Existing law requires the State Department of Education to develop resources or, as appropriate, update existing resources for in-service training on schoolsite and community resources for the support of lesbian, gay, bisexual, transgender, queer, and questioning (LGBTQ) pupils, and strategies to increase support for LGBTQ pupils, as specified. This bill would require the State Department of Education to develop resources or, as appropriate, update existing resources, for supports and community resources for the support of parents, guardians, and families of LGBTQ pupils and strategies to increase support for LGBTQ pupils, as specified. (2) Existing law prohibits discrimination on the basis of, among other characteristics, gender, gender identity, gender expression, and sexual orientation in any program or activity conducted by an educational institution that receives, or benefits from, state financial assistance, or enrolls pupils who receive state student financial aid. Existing law requires the State Board of Education to adopt regulations to implement these provisions. This bill would prohibit school districts, county offices of education, charter schools, and the state special schools, and a member of the governing board or body of those educational entities, from enacting or enforcing any policy, rule, or administrative regulation that requires an employee or a contractor to disclose any information related to a pupil's sexual orientation, gender identity, or gender expression to any other person without the pupil's consent unless otherwise required by law, as provided. The bill would prohibit employees or contractors of those educational entities from being required to make such a disclosure unless otherwise required by law, as provided. The bill would prohibit employees or contractors of school districts, county offices of education, charter schools, or the state special schools, or members of the governing boards or bodies of those educational entities, from retaliating or taking adverse action against an employee on the basis that the employee supported a pupil in the exercise of specified rights, work activities, or providing certain instruction, as provided.
