This measure would, among other things, designate the year 2019 as "State of California Year of Commemoration of the Anniversary of the Armenian Genocide of 1915–1923," would designate April 24, 2019, as "State of California Day of Commemoration of the 104th Anniversary of the Armenian Genocide of 1915–1923," and would call upon the President of the United States and the United States Congress to formally and consistently reaffirm the historical truth that the atrocities committed against the Armenian people constituted genocide.

This measure would request the President and the Congress of the United States to enact legislation that would strengthen the communication between federal, state, local, and tribal officials, and that would require the United States Department of Justice, United States Department of the Interior, and United States Department of Health and Human Services to seek recommendations from tribes in enhancing the safety of Native American women and girls. The measure would also request that the Attorney General of the State of California begin the collection of data as it relates to missing and murdered Native American women and girls.
This measure would provide that the pending Pacific Gas and Electric Company and Pacific Gas and Electric Corporation Chapter 11 bankruptcy proceedings, and any resolution thereof, must protect the citizens of California from the imminent and ongoing threats posed by climate change, the buildup of fuels, and inadequate electrical infrastructure. The measure would provide that it is the will of the Legislature that the Public Utilities Commission, in filings with the bankruptcy court overseeing the proceedings, promote certain policy goals relating to Pacific Gas and Electric Company, the electrical and gas systems, and victims of wildfires, and communicate the proceedings' profound and direct impacts on the people of California. The measure would provide that it is the will of the Legislature that all Pacific Gas and Electric Company executive compensation be restricted based upon strict compliance with safety and reliability laws and that the company reconstitute its board as specified.
This measure would recognize August 15, 2019, as India's Independence Day, and urge all Californians to join in celebrating India's independence.
This measure would call for continued support and recognition of the many benefits provided by Special Olympics.
This measure would declare August 2019 as Valley Fever Awareness Month.
This measure would endorse activities in public schools that instruct pupils in upholding and sustaining American democracy, encourage, in the strongest terms, California schools to pursue certain recognized designations that reflect specified ethos and values, and encourage publicly elected officials to conduct themselves in ways that strengthen civic engagement and participation in civil society.
The California Constitution allows a United States citizen who is at least 18 years of age and a resident of California to vote. This measure would reduce the minimum voting age to 17.
(1) Existing law permits a pawnbroker to charge a loan setup fee of the greater of $5 or 3% of the loan amount, not to exceed $30. This bill would adjust the permitted loan setup fee to the greater of either $7.50 or 3.5% of the loan amount, not to exceed $90. (2) Existing law permits a pawnbroker to collect a handling and storage charge for pawned articles at the time property is redeemed or a replacement loan is issued. Existing law establishes the maximum amount that may be charged based on the size of pawned articles, as specified. This bill would increase the permitted handling and storage charges depending on the size of the pawned articles, as specified. (3) Existing law permits a pawnbroker to impose a processing charge in the amount of $4 for each pawned firearm. This bill would increase the processing charge to $20 for each pawned firearm. (4) Existing law permits a pawnbroker to charge a fee in the amount of up to $3 for preparing a 10-day notice when a pledged item is not redeemed during the loan period. This bill would increase that maximum noticing fee to up to $5. (5) Existing law requires pawnbrokers to provide written notice to a pledgor when a pledged item is not redeemed during the loan period and extends the pledgor's right of redemption 10 days from the date of the notice. Under existing law, the pawnbroker becomes vested with all right, title, and interest to the pledged article upon the expiration of the 10-day notice period. This bill would make nonsubstantive changes to those provisions.
