This measure would recognize March 7, 2020, as California Arbor Day, and would urge California residents to observe the day with appropriate tree-planting activities and programs.
This measure would memorialize the achievements of Rosa Parks in the Civil Rights Movement and would commemorate the 20th Anniversary of Rosa Parks Day in California on February 4, 2020.
Existing law vests the Department of Transportation with full possession and control of the state highway system, including associated property. Existing law authorizes the Department of Transportation to require the removal of any encroachment in, under, or over any state highway. Existing law authorizes the department to offer for lease to a city, county, political subdivision of a city or county, or state agency airspace and real property that meets certain requirements for purposes of a temporary emergency shelter or feeding program, subject to certain conditions. Existing law authorizes counties to establish a homeless adult and family multidisciplinary personnel team with the goal of facilitating the expedited identification, assessment, and linkage of homeless individuals to housing and supportive services within that county and to allow provider agencies and members of the personnel team to share confidential information for the purpose of coordinating housing and supportive services to ensure continuity of care. This bill would require the department, within its maintenance program, to establish a Homeless Encampment and Litter Program to provide timely abatement and cleanup of homeless encampments on department property and expedited and coordinated access to housing and supportive services. The bill would require the department to coordinate with homeless service provider agencies and to establish homeless adult and family multidisciplinary personnel teams. The bill would require the department, upon receiving a report of a homeless encampment, to deploy a multidisciplinary personnel team to expedite and coordinate access to housing and supportive services for occupants of the encampment. Before proceeding to remove a homeless encampment, the bill would require the department to use best efforts to assist occupants of the encampment to voluntarily accept supportive services and relocate. If the department responds to 3 or more homeless encampments within 30 days at the same location, the bill would require, rather than authorize, the department to offer the location for lease for purposes of a temporary emergency shelter or feeding program pursuant to the above-described provisions. The bill would provide that implementation of these provisions is contingent upon an appropriation by the Legislature.
Existing law creates the Department of Insurance, headed by the Insurance Commissioner, and prescribes the department's powers and duties. If an insurer nonrenews a policy of property insurance, existing law requires the insurer, on or after July 1, 2020, to provide the consumer with a statement that includes the department's internet website, telephone number, and Consumer Services Division mailing address. Existing law specifies the internet website, telephone number, and mailing address to be included in that statement. This bill would delete the specified internet website, telephone number, and mailing address to be included in the statement and would instead require the department, at least annually, to provide property insurers with its most current contact information.
The Planning and Zoning law requires a city, county, or city and county to designate and zone sufficient vacant land for residential use with appropriate standards, in relation to zoning for nonresidential use, and in relation to growth projections of the general plan to meet housing needs for all income categories as identified in the housing element of the general plan. The law defines terms for these purposes. This bill would make nonsubstantive changes to those provisions.
Existing law, the Corporate Securities Law of 1968, provides for the regulation of the issuance of corporate securities, requires the qualification of an offer or sale of securities, and provides for exemptions from qualification with the Commissioner of Business Oversight. Existing law exempts certain securities from provisions requiring qualification of the security or an exemption of the security or transaction. This exemption includes shares or memberships issued by a corporation organized pursuant to the Cooperative Corporation Law, if the aggregate investment of a shareholder or member in shares or memberships sold does not exceed $1,000. Existing law also specifies the circumstances in which this exemption does not apply, including, to shares or memberships if a promoter thereof expects or intends to make a profit from a business or activity associated with the corporation. This bill would expand the above exemption to also apply to any credits to a member's capital issued to a shareholder or member by any corporation organized pursuant to that law, if the aggregate investment in the corporation of that shareholder or member in shares, memberships, or credits to that member's capital sold pursuant to that provision does not exceed $1,000. The bill would specify that this limitation does not apply to any shares, memberships, or credits allocated to a member's capital as all, or part of, any patronage distributions.
Existing property tax law requires the State Board of Equalization to assess the property that the California Constitution requires it to assess. This bill would make a nonsubstantive change to this provision.
Existing law specifies the officers of a county to include, among others, a district attorney, a sheriff, and any other officers as are provided by law. This bill would make a nonsubstantive change to those provisions.
