Relative to military service.

This measure would urge the Congress of the United States to enact legislation allowing immigrants to serve in the military if they are eligible under the President's Executive Order for Deferred Action for Childhood Arrivals or Executive Order for Deferred Action for Parents of Americans and Lawful Permanent Residents.

Richmond-San Rafael Bridge.

Existing law specifies the powers and duties of the Department of Transportation, the Metropolitan Transportation Commission, and the Bay Area Toll Authority with respect to the collection and expenditure of toll revenue from the 7 state-owned toll bridges within the geographic jurisdiction of the commission, including the Richmond-San Rafael Bridge. This bill would require the department, immediately, or as soon as practically feasible, but no later than September 30, 2015, to implement an operational improvement project that temporarily restores the third eastbound lane on State Highway Route 580 from the beginning of the Richmond-San Rafael Bridge in the County of Marin to Marine Street in the County of Contra Costa to automobile traffic and that temporarily converts a specified portion of an existing one-way bicycle lane along the north side of State Highway Route 580 in the County of Contra Costa into a bidirectional bicycle and pedestrian lane. The bill would require the department to keep the temporary lanes in place until the department has completed a specified project relating to the Richmond-San Rafael Bridge or until construction activity for that project necessitates removal of the temporary lanes. This bill would declare that it is to take effect immediately as an urgency statute.

Food facilities.

Existing law, the California Retail Food Code, establishes uniform health and sanitation standards for retail food facilities, as defined. Existing law exempts from the definition of food facility premises set aside for wine tasting, regardless of whether there is a charge for the wine tasting, if no other beverage, except for bottles of wine and prepackaged nonpotentially hazardous beverages, is offered for sale for onsite consumption and no food, except for crackers, is served. Existing law prohibits certain premises from having a food display area that exceeds 25 square feet, and subjects certain facilities or premises with a food display area of 25 square feet or less to specified provisions of the code. Existing law imposes certain enforcement duties on the State Department of Public Health, but provides that local health agencies are primarily responsible for enforcing these provisions. A person who violates any provision of the code is guilty of a misdemeanor, except as otherwise provided. This bill would additionally exclude from the definition of food facility a premises set aside for wine tasting that offers pretzels or prepackaged nonpotentially hazardous food for sale or for onsite consumption. The bill would limit the food display area in premises set aside for wine tasting to 25 square feet and subject those premises to specified provisions of the California Retail Food Code. By imposing new duties on local health agencies, and by expanding the definition of a crime, the bill would impose a state-mandated local program. Existing law, for the purposes of the California Retail Food Code, defines "community event" to mean an event that is of a civic, political, public, or educational nature. This bill would limit the definition of a community event to include only an event of a civic, political, public, or educational nature conducted for not more than 25 consecutive or nonconsecutive days in a 90-day period. Under existing law, a permanent food facility is required to provide clean toilet facilities in good repair for consumers, guests, and invitees, except that a building constructed before January 1, 2004, that has a food facility that provides space for the consumption of food on the premises may either provide clean toilet facilities in good repair or prominently post a sign in a public area stating that toilet facilities are not provided. This bill would limit the above exemption to food facilities that have been in continuous operation since January 1, 2004. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that with regard to certain mandates no reimbursement is required by this act for a specified reason. With regard to any other mandates, this bill would provide that, if the Commission on State Mandates determines that the bill contains costs so mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

Relative to the Jesse D. Pittman SO1 Navy SEAL Memorial Bridge.

This measure would designate a specified bridge located on the Highway 101 Willits Bypass in the County of Mendocino as the Jesse D. Pittman SO1 Navy SEAL Memorial Bridge. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Relative to Equal Pay Day.

This measure would proclaim April 14, 2015, as Equal Pay Day in recognition of the need to eliminate the gender gap in earnings by women and to promote policies to ensure equal pay for all.

Relative to the Richard "Dick" Dickerson Memorial Highway.

This measure would designate a portion of State Highway Route 44 in the City of Redding as the Richard "Dick" Dickerson Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Relative to Anti-Semitism.

This measure would urge each University of California campus to adopt a resolution condemning all forms of anti-Semitism and racism, and would condemn any act of anti-Semitism at all publicly funded schools in the State of California.

Relative to Taiwanese American Heritage Week.

This measure would proclaim that the Legislature joins Taiwanese communities throughout the state in celebrating Taiwanese American Heritage Week. This measure would declare that warm relations and bilateral exchange between the people of California and Taiwan should grow. This measure would state that the Legislature supports the goals of Taiwanese American Heritage Week and recognizes the profound importance of Taiwanese Americans to California.
