Voter registration; registration of DMV customers, updates to existing registration.

Voter registration; registration of Department of Motor Vehicles customers, automatic update. Provides that the information gathered by the Department of Motor Vehicles for a person who is already registered to vote is to be automatically transmitted to the Department of Elections for the purpose of updating an existing voter registration record name or address change and to return a voter to active status from inactive status, as appropriate. Under current law, a person must be presented with the option to decline to have his information transmitted to the Department of Elections before such information may be transmitted.

Commissioner of Health; work group to study the occurrence of microplastics in the Commonwealth's public drinking water; report. Directs the Commissioner of Health to convene a work group to study the occurrence of microplastics in the Commonwealth's public drinking water and develop recommendations for the reduction of microplastics in the Commonwealth's public drinking water. The bill requires the work group to report its findings and recommendations to the Governor and the Chairmen of the House Committees on Agriculture, Chesapeake and Natural Resources and Health, Welfare and Institutions and the Senate Committees on Agriculture, Conservation and Natural Resources and Education and Health by December 1, 2024.

Under current law, compensation at such rate is aspirational.The bill also requires that public school instructional and noninstructionalsupport staff be compensated at a rate that is at or above the nationalaverage salary for such staff. The bill requires state funding tobe provided pursuant to the general appropriation act in a sum sufficientto fund an annual increase for public school teacher and instructionaland noninstructional support staff salaries such that, no later thanthe 2028-2029 school year, such individuals are compensated at arate that is at or above the respective national average salary.

Sales and use tax, local; additional tax authorized in counties & cities to support schools.

Additional local sales and use tax to support schools; referendum. Authorizes all counties and cities to impose an additional local sales and use tax at a rate not to exceed one percent with the revenue used only for capital projects for the construction or renovation of schools if such levy is approved in a voter referendum. The bill removes the requirement that such a tax must have an expiration date on either (i) the date of the repayment of any bonds or loans used for such capital projects or (ii) a date chosen by the governing body. Under current law, only Charlotte, Gloucester, Halifax, Henry, Mecklenburg, Northampton, Patrick, and Pittsylvania Counties and the City of Danville are authorized to impose such a tax. This bill is identical to HB 805.

Limited-duration licenses and driver privilege cards and permits; extends validity.

Limited-duration licenses and driver privilege cards and permits; expiration. Extends the validity of limited-duration licenses, driver privilege cards and permits, and identification privilege cards, other than REAL ID credentials and commercial driver's licenses and permits, to a period of time consistent with the validity of driver's licenses, which, under current law, is a period not to exceed eight years or, for a person age 75 or older, a period not to exceed five years, and permits and special identification cards. The bill directs the Department of Motor Vehicles to implement the extended validity periods for such documents upon reissuance. This bill is identical to HB 1454.

Juveniles; expungement of court records.

Expungement of juvenile court records. Provides that if a juvenile was adjudicated delinquent of a delinquent act that would be a felony if committed by an adult, other than murder, kidnapping, robbery, or rape, and such juvenile was 14 years of age or older at the time of the offense, the court records shall be destroyed when the juvenile has attained the age of 29. The bill provides that if a juvenile was adjudicated delinquent of murder, kidnapping, robbery, or rape and such juvenile was 14 years of age or older at the time of the offense, the court records shall be retained. Under current law, the court records shall be retained in all instances when a juvenile was found guilty of a delinquent act that would be a felony if committed by an adult. The bill directs the clerk of the juvenile and domestic relations district court to expunge all records pursuant to the bill by July 1, 2027.

Assault firearms & certain ammunition, etc.; purchase, possession, sale, transfer, etc., prohibited.

Purchase, possession, sale, transfer, etc., of assault firearms and certain ammunition feeding devices prohibited; penalty. Creates a Class 1 misdemeanor for any person who imports, sells, manufactures, purchases, possesses, transports, or transfers an assault firearm, as that term is defined in the bill, and prohibits a person who has been convicted of such violation from purchasing, possessing, or transporting a firearm for a period of three years from the date of conviction. The bill provides that an assault firearm does not include any firearm that is an antique firearm, has been rendered permanently inoperable, is manually operated by bolt, pump, lever, or slide action, or was manufactured before July 1, 2024. The bill also prohibits the sale of a large capacity ammunition feeding device, as that term is defined in the bill. The bill provides that any person who willfully and intentionally (i) sells an assault firearm to another person or (ii) purchases an assault firearm from another person is guilty of a Class 1 misdemeanor and that any person who imports, sells, barters, or transfers a large capacity ammunition feeding device is guilty of a Class 1 misdemeanor. The bill also makes it a Class 1 misdemeanor for any person younger than 21 years of age to import, sell, manufacture, purchase, possess, transport, or transfer an assault firearm regardless of the date of manufacture of such assault firearm.
