Center for Rural Virginia; name change. Renames the Center for Rural Virginia as the Senator Frank M. Ruff, Jr. Center for Rural Virginia. This bill is identical to SB 704.
State Corporation Commission; annual reportfiling requirements. Permits a person authorized by a domesticor foreign stock or nonstock corporation to sign the annual reportof such corporation for purposes of the Virginia Stock CorporationAct and the Virginia Nonstock Corporation Act.
Claims; David Wayne Kingrea; compensation forwrongful inclusion on sex offender registry. Provides that anyindividual wrongfully incarcerated or wrongfully required to registeron the sex offender registry may be awarded compensation for everysuch year of wrongful incarceration or wrongful registration. Thebill grants relief in an amount to be appropriated to David WayneKingrea, who was wrongly convicted of indecent liberties with a minor,and as a result of such wrongful conviction, required to registeron the sex offender registry.
Real property tax; notice of assessment changes. Provides that in certain localities, in the event that the total assessed value of real property would result in an increase of one percent or more in the total real property tax levied, the notice of assessment changes shall state the tax rate that would levy the same amount of real estate tax as the previous year when multiplied by the new total assessed value of real estate. This bill is identical to SB 677.
Electric Vehicle Rural Infrastructure Programand Fund created. Creates the Electric Vehicle Rural InfrastructureProgram and Fund to assist private developers with non-utility costsassociated with the installation of electric vehicle charging stationsin certain localities. The bill provides that a private developeris eligible to receive grants of 70 percent of such non-utility costsfor electric vehicle charging stations installed in a city or countythat meets the criteria of a distressed locality, as defined in thebill, and caps the total amount of grants awarded in any fiscal yearat $25 million.

Employee Child Care Assistance Program and Fund; established. Establishes the Employee Child Care Assistance Programand Fund to provide matching funds to in order to incentivize employersto contribute to the child care costs of their employees. To participatein the program, an employer is required to enter into an agreementwith its employee and an eligible mixed-delivery provider, definedin the bill, to make child care contributions to the eligible mixed-deliveryprovider on behalf of the employee, and the Department of Educationwill issue a state match directly to such eligible mixed-deliveryprovider or to a third-party administrator. The bill provides thatthe state match shall not exceed 100 percent of the employer contributionmade by an employer on behalf of an employee whose annual gross wagesare equal to or less than the local median household income, definedin the bill, and shall not exceed 80 percent of the employer contributionmade by an employer on behalf of an employee whose annual gross wagesare greater than the local median household income. The bill requiresthat 25 percent of the Fund be used to provide state matching fundsfor employees of small businesses.
Guardians and conservators; order of appointment and certificate of qualification; annual report. Requires a petitioner to file with a petition for the appointment of a guardian, a conservator, or both a cover sheet on a form prepared by the Office of the Executive Secretary of the Supreme Court of Virginia. The bill requires a guardian to file an initial annual report reflecting the first four months of guardianship since qualification within six months of the date of qualification and to file the second and each subsequent annual report for each succeeding 12-month period within four months from the last day of the last 12-month period covered by the previous annual report. The bill also specifies which documents the clerk shall forward to certain entities upon the qualification of a guardian or conservator. This bill is a recommendation of the Judicial Council of Virginia and is identical to SB 290.
Department of Professional and OccupationalRegulation; Department of Health Professions; certain suspensionsnot considered disciplinary action. Prohibits any board of theDepartment of Professional and Occupational Regulation or the Departmentof Health Professions issuing a suspension upon any regulant of suchboard pursuant to such regulant's having submitted a check, moneydraft, or similar instrument for payment of a fee required by statuteor regulation that is not honored by the bank or financial institutionnamed from considering or describing such suspension as a disciplinaryaction.
