State Air Pollution Control Board; motor vehicle emissions standards.

State Air Pollution Control Board; motor vehicleemissions standards. Repeals the requirement that the State AirPollution Control Board implement a low-emissions and zero-emissionsvehicle program for motor vehicles with a model year of 2025 andlater. The bill prohibits the Board from adopting or enforcing anymodel year standards related to control of emissions from new motorvehicles or new motor vehicle engines, including low-emission vehicleand zero-emission vehicle standards pursuant to the federal CleanAir Act and prohibits the Commonwealth from requiring any new motorvehicle or new motor vehicle engine to be certified as compliantwith model year standards related to the control of emissions adoptedby California for which a waiver has been granted pursuant to thefederal Clean Air Act.

Virginia Firefighting Facilities Grant Program; established, report.

Virginia Firefighting Facilities Grant Program.Establishes the Virginia Firefighting Facilities Grant Programfor the purpose of awarding grants on a first-come, first-servedbasis to localities for the purpose of building and maintaining theirfirefighting facilities. The amount of such grants shall be as providedin the appropriation act. The Program shall be administered by theDepartment of Fire Programs. The Department shall develop guidelinesfor the Program, which shall (i) emphasize providing grants to localitiesthat are cost burdened in the provision of firefighting servicesand (ii) require remedying facilities that do not meet minimum standards established by law.

Virginia Retirement System; return to work for law-enforcement officers.

Virginia Retirement System; return to work for law-enforcement officers. Allows a retired law-enforcement officer to return to work full time as a law-enforcement officer and continue to receive his pension under the Virginia Retirement System. Such person shall be required to have a break in service of at least six calendar months before reemployment. The bill has a delayed effective date of January 1, 2025.

Human trafficking investigators; licensing by the Department of Criminal Justice Services.

Human trafficking investigators; licensing bythe Department of Criminal Justice Services. Authorizes the Departmentof Criminal Justice Services to register and issue licenses for humantrafficking investigators. The bill provides that a human traffickinginvestigator is a private investigator who is GSA compliant and engagesin the business of, or accepts employment to make, investigationsto obtain information on sex trafficking or severe forms of traffickingas defined in the federal Trafficking Victims Protection Act of 2000and in the federal Justice for Victims of Trafficking Act of 2015.

Interstate Teacher Mobility Compact; enters the Commonwealth into Compact.

Interstate Teacher Mobility Compact. Entersthe Commonwealth into the Interstate Teacher Mobility Compact, the purpose of which is to facilitate the mobility of teachers acrossthe member states, with the goal of supporting teachers through anew pathway to licensure. The Compact is presently in effect, asit has reached the enactment threshold of 10 state members.

Early childhood care and education; publicly funded providers, exemption from licensure.

Early childhood care and education; publicly funded providers; exemption from licensure for certain child day programs. Excepts military child care fee assistance or any child care subsidy paid by a branch of the Armed Forces of the United States from the federal funds that would otherwise render a child day program as a "publicly funded provider," as that term is defined and used in relevant law relating to early childhood care and education. The bill also exempts from licensure by the Superintendent of Public Instruction any child day program that (i) serves only dependent children of military personnel and (ii) (a) is located on a military base or federal property or (b) is certified as a family child care provider by a branch of the Armed Forces of the United States and provides that any branch of the Armed Forces of the United States or its agent, including an installation commander of a military base on which a child day program is located, may assume responsibility for approving or determining which children may be served by the program that is so exempted from licensure. This bill was incorporated into SB 702.
