Virginia Retirement System; additional servicecredit. Allows an individual who serves concurrently as a full-time primary or secondary school teacher and as a full-time school busdriver to receive additional service credit in the Virginia RetirementSystem for providing such services. The bill specifies that the amount of credit allowable shall be equivalent to the amount of creditthat the individual would earn if he were employed only as a full-timeschool bus driver.

Allows local governments to provideenhanced retirement benefits for hazardous duty service to full-timesalaried 911 dispatchers. The bill provides that such enhanced retirementbenefits apply only to service earned as a full-time salaried 911 dispatcher on or after July 1, 2025, but allows an employer, as thatterm is defined in relevant law, to provide such enhanced retirementbenefits for service earned as a full-time salaried 911 dispatcherbefore July 1, 2025, in addition to service earned on or after thatdate. The bill has a delayed effective date of July 1, 2025.

Local enforcement of property maintenance.Adds the violation of one or more local ordinances related to theproper maintenance of property to existing provisions that allow a locality to require a property owner to remove, repair, or securea building, wall, or other structure that might endanger the publichealth or safety of other residents of such locality as a reasonfor requiring such maintenance. The bill also allows the localitythrough its own agents or employees to take such actions after propernotice.
Charitable gaming; use of proceeds. Allowsa qualified organization to use a predetermined percentage of itsreceipts for those expenses relating to facility maintenance andupkeep, such as any rent or mortgage payment and utility expenses,and used for lawful religious, charitable, community, or educationalpurposes.
