Great Lakes Authority Act of 2022 This bill establishes a Great Lakes Authority to support economic growth and workforce development, water infrastructure, transportation infrastructure, broadband access, lead abatement, and other initiatives in the Great Lakes region (i.e., Indiana, Michigan, Wisconsin, and parts of Ohio and Illinois). The authority must be composed of a cochairperson appointed by the President, a state cochairperson, and the governor of each Great Lakes region state that elects to participate in the authority.

United States Foundation for International Conservation Act of 2022 This bill requires the Department of State to establish a foundation to provide grants for projects to manage protected and conserved areas in low- and middle-income countries with high levels of biological diversity or species and ecosystems of significant importance. Recipients of grants from this foundation must secure outside funding to match, at minimum, the amount of the grant.

Fire Grants and Safety Act This bill reauthorizes through FY2030 the U.S. Fire Administration, the Assistance to Firefighters (AFG) Grants Program, and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program. The bill imposes a new sunset date of 2032 for the SAFER and AFG programs.

Improving Government for America's Taxpayers Act This bill requires the Government Accountability Office (GAO), in its annual report to Congress, to consolidate matters for congressional consideration into one report, organized by policy topic, and to identify congressional oversight actions that can help agencies implement unimplemented priority recommendations. The GAO is also required to publish the above information and publish any known costs of unimplemented priority recommendations.

Eliminating Discrimination And Creating Corridors to Expand Student Success Act of 2022 or the ED ACCESS Act of 2022 This bill repeals the prohibition against granting the American Opportunity Tax Credit to students with federal or state felony drug convictions.

Trafficking Survivors Relief Act of 2022 This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The Government Accountability Office must assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The bill permits certain grants for legal representation to be used to seek post-conviction relief. Finally, the bill creates a rebuttable presumption that a defendant committed certain offenses under duress if the defendant establishes that he or she was a victim of human trafficking at the time of the offense.

DHS Trade and Economic Security Council Act of 2022 This bill establishes an advisory council within the Department of Homeland Security (DHS) and sets out other efforts to address economic security and trade, as such matters relate to DHS's mission. Specifically, DHS must establish the DHS Trade and Economic Security Council, comprised of component heads or their designees, to advise on economic security concerns, such as identification of concentrated risks and priorities for protecting the nation's economic security. Additionally, the bill provides statutory authority for the Office of the Assistant Secretary for Trade and Economic Security and specifies its functions and duties. These include, among other responsibilities, coordination of supply chain policy.

IRS Funding Accountability Act This bill delays for a 60-day period funding for the Internal Revenue Service (IRS) enforcement activities enacted by the Inflation Reduction Act (except for eliminating return processing backlogs and reducing call wait times) until an annual spending plan for such activities is submitted to the congressional tax and appropriation committees. Congress may enact a joint resolution of disapproval of the spending plan before the end of the 60-day period requiring the IRS to submit a new spending plan. The IRS and the Department of the Treasury must make quarterly reports to the committees on expenditures for enforcement activities. The bill requires reductions in appropriations to the IRS for any failure to submit required reports.

Housing for Homeless Students Act of 2022 This bill extends eligibility for the low-income housing tax credit to homeless youth and veterans who are full-time students during a specified time period.

Healthcare Enrollment Reform Modernization and Navigation Act This bill establishes and otherwise modifies requirements relating to coordinated coverage between employer health insurance and Medicare. Specifically, the bill prohibits employer-sponsored health plans for certain smaller employers from reducing benefits for employees who are eligible for Medicare but have not yet enrolled.
