Childhood Cancer Survivorship, Treatment, Access, and Research Reauthorization Act of 2022 or the Childhood Cancer STAR Reauthorization Act This act reauthorizes through FY2028 and modifies pediatric cancer research and related programs, including to expand collection of and access to relevant biospecimens and to support the transition of pediatric cancer survivors to primary care.
National Heritage Area Act This act establishes a National Heritage Area System. The Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The National Heritage Area System shall be composed of each National Heritage Area, National Heritage Corridor, National Heritage Canalway, Cultural Heritage Corridor, National Heritage Route, and National Heritage Partnership designated by Congress before or on enactment of this act; and each National Heritage Area designated by Congress after enactment of this act. A National Heritage Area shall not be considered to be a unit of the National Park System nor subject to the authorities applicable to such units. Interior may carry out or review a study to assess the suitability and feasibility of each proposed heritage area for designation as a National Heritage Area. Interior must review and certify whether the proposed area meets specified requirements, including that it has natural, historic, and cultural resources that represent distinctive aspects of the heritage of the United States. An area shall be designated as a National Heritage Area only by an act of Congress. Interior shall conduct studies to assess the suitability and feasibility of designating specified areas in Hawaii as the Kaena Point National Heritage Area and in Virginia and North Carolina as the Great Dismal Swamp National Heritage Area. The act also (1) establishes or extends specified National Heritage Areas, (2) redesignates the America's Agricultural Heritage Partnership in Iowa as the Silos & Smokestacks National Heritage Area, and (3) extends the deadline for the management plans for certain heritage areas.
Martha Wright-Reed Just and Reasonable Communications Act of 2022 This act requires the Federal Communications Commission (FCC) to ensure that rates and charges for payphone services or other calling devices, including advanced (e.g., audio or video) communications services in correctional institutions, are just and reasonable. When promulgating regulations or otherwise implementing this act, the FCC (1) may use industry-wide average costs related to providing telephone and advanced communications services, and (2) must consider costs for safety and security measures related to providing communications services in correctional facilities.
Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2021 This act provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After it is awarded, the medal shall be given to the National Museum of African American History and Culture.
Countering Human Trafficking Act of 2021 This act provides statutory authority for the Center for Countering Human Trafficking (CCHT) within the Department of Homeland Security (DHS). The CCHT coordinates DHS efforts to combat human trafficking and the importation of goods produced with forced labor. The act requires the CCHT to develop a strategy to improve the systems and processes used throughout DHS to combat human trafficking and the importation of goods produced with forced labor. The act transfers the functions and resources of the Blue Campaign (i.e., the national public awareness effort to combat human trafficking) to the CCHT. DHS may also transfer to the CCHT any other component, directorate, or office of the department related to combating human trafficking.
Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.
Trade with China Strategic Assessment Act of 2022 This bill directs the Department of Commerce to report to Congress on the state of economic integration between the United States and China.
Stopping Unlawful Negative Machine Impacts through National Evaluation Act This bill makes an entity that uses artificial intelligence (AI) to make or inform decisions liable for violations of civil rights laws caused by those decisions in the same manner and to the same extent as if the entity made the decision without using AI. Additionally, the bill establishes a temporary program within the National Institute of Technology and Standards to evaluate AI systems for bias and discrimination on the basis of race, sex, age, and other protected characteristics and assist in mitigating those effects. The program terminates on December 31, 2028.
International Competition for American Jobs Act This bill modifies provisions relating to the taxation of foreign entities. Among other provisions, the bill makes permanent the look-thru rule for controlled foreign corporations (CFCs). (A look-thru rule provides that dividends, interest, rents and royalties that one CFC receives or accrues from a related CFC are not treated as foreign personal holding company income); modifies the tax deduction for foreign-derived intangible income and global intangible low-taxed income; modifies the base erosion minimum tax (10% minimum tax imposed to prevent corporations operating in the United States from avoiding tax liability by shifting profits out of the United States); modifies tax rules allocating certain tax deductions for purposes of the foreign tax credit limitation; restores the limitation on the attribution of stock ownership for purposes of applying constructive ownership rules; and includes specified amounts in the gross income of CFC shareholders.
Facial, Accountability, Clarity, and Efficiency in Technology Act or the FACE IT Act This bill establishes requirements with respect to the federal use of facial recognition technology. For example, the National Institute for Standards and Technology and the Department of Homeland Security must develop minimum accuracy requirements specific to each federal agency for use in cases of facial recognition technology in the government.
