This resolution expresses that the Senate condemns Vladimir Putin's illegal war in Ukraine, his repeated rejections of the existence of a Ukrainian people and a sovereign Ukrainian state, and his weaponization of hunger; calls upon Vladimir Putin and the Russian Armed Forces to immediately cease their attacks on Ukrainian civilians; calls attention to the impending global food crisis by observing May 28, 2022, as World Hunger Day; remembers the 90th anniversary of the Ukrainian Famine (Holodomor) of 1932-1933 and extends its deepest sympathies to the victims, survivors, and families of this tragedy; condemns the systematic violations of human rights of the Ukrainian people by the Soviet Union; and supports the continuing efforts of the people of Ukraine to defend themselves against Russian aggression.

IMPACTT Human Trafficking Act This bill establishes a program within U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI) to provide outreach and training to HSI employees and partners who have been exposed to various forms of trauma in working with victims of human trafficking. The bill also provides statutory authority for the HSI Victim Assistance Program.
Speak Out Act This act prohibits the judicial enforceability of a nondisclosure clause or nondisparagement clause agreed to before a dispute arises involving sexual assault or sexual harassment in violation of federal, tribal, or state law.
Black Sea Security Act of 2022 This bill authorizes the National Security Council to direct an interagency strategy to (1) increase coordination with NATO and the European Union, (2) deepen economic ties, and (3) strengthen the security and democratic resilience of partners in the Black Sea region in accordance with U.S. values and interests.
DHS Joint Task Forces Reauthorization Act of 2022 This bill reauthorizes through FY2024 the authority of the Department of Homeland Security to establish joint task forces. The bill also modifies various reporting and oversight requirements related to such joint task forces.
Transnational Criminal Investigative Unit Stipend Act This bill requires the Department of Homeland Security to operate Transnational Criminal Investigative Units within U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI). The units shall be composed of vetted foreign law enforcement officials who shall cooperate with HSI to investigate and prosecute individuals involved in transnational criminal activity.
Intragovernmental Cybersecurity Information Sharing Act This bill requires the President, the Sergeant at Arms and Doorkeeper of the Senate, and the Chief Administrative Officer of the House of Representatives to enter into information-sharing agreements to facilitate collaboration on cybersecurity measures to protect legislative branch information technology. The President must also periodically brief Congress on the implementation of the agreements.
Metropolitan Areas Protection and Standardization Act of 2021 or the MAPS Act of 2021 This act limits the automatic application of, and directs the Office of Management and Budget (OMB) to provide information about, changes to the standards for designating a core-based statistical area (CBSA). The standards are used to delineate metropolitan and micropolitan areas for statistical purposes. Specifically, any change to the standards of CBSA delineations (1) shall not apply automatically for any nonstatistical use by any domestic assistance program, and (2) shall apply for such uses only if a relevant agency determines that the change supports the purposes of the program and is in the public interest and the change is adopted through rulemaking procedures. The OMB must ensure that any change to the standards of CBSA delineations are accompanied by a public report that explains the scientific basis, criteria, and methodology for such change and the opinions of experts in statistics and demographics who were consulted regarding the change; are not influenced by any nonstatistical considerations; and are not applied automatically for any nonstatistical use by any domestic assistance program. Additionally, the OMB must collect information on the uses of CBSA delineations by domestic assistance programs for purposes including prime recipient and subrecipient eligibility for, and distribution of, any federal service, benefit, or funding. The Government Accountability Office must submit a report assessing the information collected by the OMB pursuant to this act.
BuyAmerican.gov Act of 2021 This bill establishes requirements related to federal agencies granting waivers to Buy American laws (generally, laws that require or encourage the purchase of domestic goods in federal contracts and other activities) and addresses related issues. For example, before granting such a waiver, the agency must, with some exceptions, submit a request with certain information about the waiver to the General Services Administration, which shall make the request available for public comment for at least 15 days.
