CTPAT Pilot Program Act of 2021

Customs Trade Partnership Against Terrorism Pilot Program Act of 2021 or the CTPAT Pilot Program Act of 2021 This bill requires the Department of Homeland Security to carry out a pilot program that assesses whether allowing certain entities to participate in the Customs Trade Partnership Against Terrorism (CTPAT) would enhance port security, combat terrorism, prevent supply chain security breaches, or otherwise meet the goals of CTPAT. Such entities are (1) non-asset-based third-party logistics providers that arrange international freight transportation and are licensed by the Department of Transportation; or (2) asset-based third-party logistics providers that facilitate cross-border activity, are licensed or bonded by specified federal agencies, and execute logistics services using their own warehousing assets and resources. The bill requires the Government Accountability Office to report on the effectiveness of CTPAT.

Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.

United States-Colombia Bicentennial Alliance Act

United States-Colombia Bicentennial Alliance Act This bill requires and authorizes various activities related to Colombia. For example, the bill requires the Department of State to develop and implement strategies to (1) engage with Colombia's government to combat corruption and the misuse of public resources, (2) support the efforts of Colombia's government in countering narcotics trafficking and transnational organized crime, and (3) support the efforts of Colombia's government to provide assistance to various groups that have been affected by natural disasters.

Affordability is Access Act

Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.

Prevent BLEEDing Act

Prevent Blood Loss with Emergency Equipment Devices Act or the Prevent BLEEDing Act This bill establishes grants to make available anti-blood loss supplies (e.g., tourniquets, wound-packing materials, and gloves) in high-traffic and other specified areas for use in medical emergencies. The Office of the Assistant Secretary for Preparedness and Response within the Department of Health and Human Services must award the grants to state, tribal, and local governments. Additionally, the Government Accountability Office must study trends in accessing bleeding control kits and training in their use.

Federal Firearm Licensing Act

Federal Firearm Licensing Act This bill establishes a federal firearm licensing program through which an individual must obtain a federal firearm license from the Department of Justice prior to purchasing or receiving a firearm. To be eligible for such a license, the individual must have completed training in firearms safety and be subject to a background investigation and criminal history check.

Upholding the Inter-American Democratic Charter Act of 2022

Upholding the Inter-American Democratic Charter Act of 2022 This bill requires the Department of State to develop and implement a strategy to uphold and strengthen the Inter-American Democratic Charter, which states that the peoples of the Americas have a right to democracy and their governments have an obligation to promote and defend it. The charter was adopted in 2001 by the member states of the Organization of American States (OAS), which includes all 35 independent countries of the Western Hemisphere. The strategy must include plans to (1) strengthen the integrity of electoral processes in the Americas; (2) counter the spread and amplification of disinformation and misinformation in the Americas; and (3) address threats to democratic governance posed by corruption, criminality, and the malign activities of nondemocratic and non-OAS countries such as China and Russia.
