Protecting the Right to Organize Act of 20 21 This bill expands various labor protections related to employees' rights to organize and collectively bargain in the workplace. Among other things, it revises the definitions of employee , supervisor , and employer to broaden the scope of individuals covered by the fair labor standards; permits labor organizations to encourage participation of union members in strikes initiated by employees represented by a different labor organization (i.e., secondary strikes); and prohibits employers from bringing claims against unions that conduct such secondary strikes. The bill also allows collective bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary; and expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes. The bill makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership and prohibits employers from entering into agreements with employees under which employees waive the right to pursue or a join collective or class-action litigation. Finally, the bill addresses the procedures for union representation elections, modifies the protections against unfair labor practices that result in serious economic harm, and establishes penalties and permits injunctive relief against entities that fail to comply with National Labor Relations Board orders.

Delaware River Basin Conservation Reauthorization Act of 2022 This bill reauthorizes the Delaware River Basin Restoration Program and increases the federal cost share for certain grant projects. Specifically, the bill extends the program through FY2030 and increases the federal cost share of a grant project that serves a small, rural, or disadvantaged community to 90% of the total cost of the project. However, the federal share may be increased to 100% of the project's total cost if the grant recipient is unable to pay, or would experience significant financial hardship if required to pay, the nonfederal share. The bill also repeals the prohibition on the use of program funds for the acquisition by the federal government of any interest in land.
Air America Act of 2022 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950, and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

This resolution welcomes Finland and Sweden's decision to join the North Atlantic Treaty Organization (NATO). The resolution acknowledges that Russia's invasion of Ukraine has dramatically changed the security situation in Europe, and that the reform and expansion of NATO is key to ensuring a safe and prosperous future for the United States and its critical allies and partners. The resolution also calls on the President to move expeditiously to complete all documents and reports needed to support the Senate's approval of the accession protocols. Finally, the resolution calls on all NATO members to move rapidly to complete their ratification processes.
Fighting Emerging Narcotics Through Additional Nations to Yield Lasting Results Act or the FENTANYL Results Act This bill creates two programs, establishes a reporting requirement, and otherwise modifies provisions to facilitate global cooperation against the trafficking of certain drugs, specifically synthetic controlled substances (such as fentanyl) and new psychoactive substances. Specifically, the bill requires the Department of State to establish a program to provide capacity-building assistance for law enforcement agencies of specified countries to identify, track, and detect such drugs. The State Department must also carry out an international exchange program for drug demand reduction experts to provide educational and professional development on demand-reduction matters relating to the illicit use of drugs, including synthetic drugs. The bill requires the State Department to include new sections in its annual international narcotics control strategy report that contain (1) an assessment of the countries likely involved in the trafficking of synthetic controlled substances and new psychoactive substances, and (2) policies of responding to new psychoactive substances. The bill also expands the definition of major illicit drug producing country to include countries that produce synthetic drugs. Under current law, foreign assistance may be withheld from such countries.

The resolution emphasizes that nearshoring in Latin America and the Caribbean, relative to relying on supply chains in other geographic regions, has the greatest potential to contribute to the economic prosperity and security of the United States while also advancing the post-pandemic economic recovery of countries in the Western Hemisphere. Nearshoring is the practice of transferring a business operation to a nearby country, especially in preference to a more distant one. The resolution encourages the U.S. Agency for International Development and the U.S. International Development Finance Corporation to strengthen programmatic support for initiatives likely to facilitate the relocation of global supply chains to the Western Hemisphere. The resolution also calls for governments in Latin America and the Caribbean to increase opportunities for nearshoring in the region. Finally, the resolution urges the Department of State to take a leading role in advancing nearshoring in Latin America and the Caribbean.
