Health Care Affordability Act of 2021 This bill revises the tax credit for health care premium assistance to expand the eligibility of low-income taxpayers for such credit and  reduce the cost of health care premiums.

Veteran Overmedication and Suicide Prevention Act of 2021 This bill requires the Department of Veterans Affairs (VA) to contract with the National Academies of Sciences, Engineering, and Medicine to report on the deaths of covered veterans who died by suicide during the last five years, regardless of whether information relating to such deaths has been reported by the Centers for Disease Control and Prevention. A covered veteran is any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death. Among other elements, the report shall include the total number of covered veterans who died by suicide, violent death, or accidental death, as well as certain demographic information.

Analyzing Disaster Vulnerabilities and Applicable National Capabilities for Emergencies Act or the ADVANCE Act This bill directs the Department of Homeland Security (DHS) to conduct national hazard preparation and response exercises and to report to Congress on such exercises and to report annually on the impact of natural disasters or public health emergencies on critical infrastructure. Specifically, DHS, in coordination with the Department of Energy (DOE), must at specified intervals conduct an exercise to test the modeling, simulation, and analysis capabilities and their utility for emergency response of the United States with respect to significant natural disasters or public health emergencies impacting critical infrastructure. Each exercise shall be coordinated through the National Infrastructure Simulation and Analysis Center and the DOE National Laboratories and Technology Centers.

Medical Debt Relief Act of 2021 This bill modifies requirements related to the reporting of medical debt. Specifically, a consumer reporting agency is prohibited from adding medical debt information to a consumer credit report if the debt was fully paid or settled, or is less than a year old. Additionally, a debt collector must notify the consumer prior to reporting medical debt to a consumer reporting agency.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding through FY2031 for grant programs operated by local educational agencies to provide supplementary educational and related services to low-achieving students and other students who attend elementary and secondary schools with relatively high concentrations of students from low-income families. Additionally, the bill permanently reauthorizes the grant program to assist states and outlying areas in providing special education and related services to children with disabilities.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Energy Debt Relief for American Families Act This bill authorizes supplemental funding to states through the Low Income Home Energy Assistance Program to assist eligible households pay 100% of any utility bills they are unable to pay because of economic distress caused by the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Ensuring Coverage in Public Health Emergencies Act of 2021 This bill requires private health insurance plans to provide a 30-day special enrollment period for eligible individuals after a public health emergency is declared. An employee who is eligible but not enrolled may enroll in an employer-provided group health plan during the special enrollment period.

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Ally's Act This bill requires private health insurance plans to cover certain hearing devices and systems (e.g., bone-anchored auditory implants) and related items and services. The bill also imposes limits on cost sharing.
