Securing Our Border States Act This bill requires the Department of the Treasury to provide grants to states for building barriers and related infrastructure along the U.S.-Mexico border. Within 30 days of receiving a certification from a border state that it intends to use such grant funding for constructing a border barrier, Treasury must disburse funds to the state, with the amount based on the number of miles of border in that state that currently does not have a border barrier. The bill provides $22 billion of funding for this grant program and permanently rescinds $22 billion from funds made available for various assistance programs related to COVID-19.

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Trans-Sahara Counterterrorism Partnership Program Act of 2021 This bill provides statutory authority for the Trans-Sahara Counterterrorism Partnership Program, an interagency program launched in 2005 to partner with countries in the Sahel and Maghreb regions of Africa to counter terrorism and violent extremism. The Department of State, in consultation with the Department of Defense and the U.S. Agency for International Development, shall establish the partnership program, which must coordinate all U.S. programs in North and West Africa related to various counterterrorism activities, such as building foreign-military capacity, enhancing border security, promoting youth employment, and supporting independent media to counter terrorist propaganda. The State Department must submit comprehensive, five-year strategies that include specified activities for the Sahel and Maghreb regions and for program counterterrorism efforts. Further, program activities must, among other things (1) be carried out in countries where there is an adequate level of partner country committment, and (2) have clearly defined outcomes and specific plans with indicators to regularly monitor and evaluate outcomes and impact. Such activities must also take into account the counterterrorism and development strategies of partner countries and align with such strategies to the extent possible. The State Department shall notify Congress before obligating funds for such programs, and must submit annual reports about program activities.
Holding SSA Employees Accountable Act This bill prohibits employees of the Social Security Administration who are convicted of certain offenses related to their official duties from further participating in federal annuity programs.
This resolution requires, no later than 60 days after a select commission is established in the legislative branch, and every 30 days afterwards, the chair of the commission to submit to the Clerk of the House a report that, for each line item expense incurred by the commission to carry out the duties of that commission documents the date and amount of each outlay, and includes a copy of the receipt for each outlay. The Clerk shall make such information received with respect to the budget outlays of a select commission available to the public on a government website in a searchable, sortable, and downloadable format as soon as possible after it is received.
30 x 30 Termination Act This bill limits federal acquisition of land or declaration of a national monument in certain areas and nullifies a provision of an executive order related to conservation. In a state or county where 15% or more of the land is managed by a federal agency (1) federal funds may not be used to acquire nonfederal land unless the agency proposing the acquisition disposes of an equal amount of federal land within the state or county, and (2) a declaration of a national monument shall not apply. The bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030. No federal funds may be used to implement, administer, enforce, or carry out any report or program substantially similar to such provision. No federal funds may be used to implement, administer, enforce, or carry out any action on federal land that results in a net-loss of multiple use or any principal or major use, unless such action has been authorized by federal statute.
