Oligarch Asset Forfeiture Act

Oligarch Asset Forfeiture Act This bill authorizes the seizure of assets belonging to certain sanctioned individuals (generally, those individuals subject to various sanctions related to activities of Russia) and for such assets to be sold and used to provide assistance to Ukraine.

SHIELD Act of 2022

Stopping Harmful Image Exploitation and Limiting Distribution Act of 2022 or the SHIELD Act of 2022 This bill establishes a new criminal offense related to the distribution of intimate visual depictions. Specifically, it makes it a crime to knowingly distribute (or intentionally threaten to distribute) an intimate visual depiction of an individual (1) with knowledge of or reckless disregard for the individual's lack of consent and reasonable expectation of privacy, and (2) without a reasonable belief that distributing the depiction touches a matter of public concern. A violator is subject to criminal penalties—a fine, a prison term of up to two years for each individual victim depicted, or both.

SAFE SEX Workers Study Act

SESTA/FOSTA Examination of Secondary Effects for Sex Workers Study Act or the SAFE SEX Workers Study Act This bill requires the Department of Health and Human Services (HHS) and the Department of Justice (DOJ) to study the impacts of the reduction in access to certain websites and other interactive computer services resulting from the Allow States and Victims to Fight Online Sex Trafficking Act of 2017 on individuals engaged in adult, consensual sex work. Specifically, HHS must study the impacts of the reduction on the health and safety of individuals engaged in transactional sex while DOJ must study the impacts of the reduction on human trafficking investigations and prosecutions.

Latonya Reeves Freedom Act of 2022

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Russian Travel Sanctions for a Democratic Ukraine Act

Russian Travel Sanctions for a Democratic Ukraine Act This bill imposes visa-blocking sanctions on certain citizens of Russia. Specifically, the President must impose such sanctions on citizens of Russia who are (1) Russian oligarchs, (2) employees of Russia's government, or (3) employees of companies that are owned by or receive funding from Russia's government. The President must also impose the sanctions on family members of such individuals. The President must coordinate with allies, including NATO member states, on the imposition of such sanctions. The President may waive the application of such sanctions in certain instances.

Protecting American Business from Foreign Adversaries Act of 2022

Protecting American Business from Foreign Adversaries Act of 2022 This bill requires specified companies and other entities associated with a foreign country to register an agent with the Department of Commerce for service of process (i.e., the legal process for notifying a defendant that legal action has been taken against them) in the United States. Specifically, a corporation or other commercial entity conducting business in the United States must register an agent if the entity (1) is organized under the laws of, or has its principal place of business in, a foreign country; (2) has a majority of shares held by an individual or a group of individuals who reside in a foreign country; or (3) is owned by individuals or entities who reside in or are headquartered outside of the United States and the majority of the entity's earnings are derived from commerce outside of the United States.

Fair Calculations in Civil Damages Act of 2022

Fair Calculations in Civil Damages Act of 2022 This bill prohibits courts from awarding damages to plaintiffs in civil actions using a calculation for projected future earning potential that takes into account a plaintiff's race, ethnicity, gender, religion, or actual or perceived sexual orientation. The bill requires the Department of Labor to develop guidance for economists to develop future earnings tables that do not rely on race, ethnicity, gender, religion, or actual or perceived sexual orientation. Additionally, Labor and the Department of Justice must develop guidance for states on how to calculate future earnings in state tort proceedings in a manner that is free of such biases. The Judicial Conference of the United States must report on damages awarded under federal law for personal injury, employment discrimination, tort damages, and cases involving protected classes of individuals sharing a common characteristic or identity who are legally protected against discrimination. The Administrative Office of the United States Courts must submit recommendations to ensure that future earnings calculations that take into account age and disability do not conflict with federal equal protection laws. The bill requires the Federal Judicial Center to train federal judges on how to implement this bill.

Fresh Start Act of 2022 This bill establishes a federal statutory process to expunge records related to certain nonviolent criminal offenses. The bill defines the nonviolent offenses eligible for expungement; it establishes qualifications for an eligible offender; and it sets forth procedures for filing an expungement petition.
