Air America Act of 2023

Maddy summaryThis bill authorizes a one-time $40,000 payment to former Air America employees who served at least five years during 1950-1976, or to their survivors (widows/widowers, dependents, or children). Additional $8,000 payments are provided for each full year of service beyond five years. The total funding is capped at $60 million, with claims due within two years of regulations being finalized. It does not create ongoing benefits or change Air America’s legal status, and payments are issued as a single lump sum.

Federal Retirement Fairness Act

Maddy summaryThis bill removes a previous exclusion that prevented temporary federal employees (including U.S. Postal Service staff and Members of Congress) from counting service after January 1, 1988, toward their retirement benefits. It allows these workers to have their post-1988 temporary service counted toward retirement eligibility if they pay a deposit to the retirement system. The change applies to anyone employed by the federal government on or after the bill's enactment date. The Office of Personnel Management must notify affected employees and create rules to implement this change.

Expanded Genetic Screening Act

Maddy summaryThis bill requires Medicaid to cover non-invasive prenatal genetic screening for all pregnant women, regardless of age, expanding current coverage. It mandates that providers give specific, detailed informed consent before offering the screening, including disclosure of test limitations, potential interferences, predictive values based on individual risk factors, and the need for follow-up diagnostic testing. Medicaid payments will not be made for screenings conducted without this required consent. The law directly affects pregnant Medicaid beneficiaries and healthcare providers offering prenatal genetic screening services.

Health Care Practitioner Disaster Protection Act

Health Care Practitioner Disaster Protection Act This bill extends certain liability protections available for health care practitioners who provide voluntary health care services in declared emergencies through a community health center other than the one that initially sponsored them. Current law makes the liability protections available to volunteer practitioners that are sponsored by a particular community health center. This bill maintains the liability protections for a volunteer practitioner who provides services through a different community health center if the center (1) seeks the assistance of the volunteer practitioner to respond to a declared emergency, and (2) promptly notifies the Department of Health and Human Services that the volunteer practitioner will be providing services.

Protection of Saudi Dissidents Act of 2023

Maddy summaryHR 5833, the Protection of Saudi Dissidents Act of 2023, restricts U.S. military sales to Saudi Arabia’s intelligence, security, and law enforcement agencies for three years. It prohibits defense exports during 120-day periods unless the President certifies Saudi Arabia has not engaged in forced repatriation, intimidation, or killing of dissidents abroad, unjust imprisonment of U.S. residents, or torture. The bill also mandates reports on Saudi harassment of dissidents in the U.S., including whether Saudi diplomats used diplomatic facilities to monitor or harm Saudi nationals living in America, and requires an intelligence report on whether U.S. agencies fulfilled their duty to warn Jamal Khashoggi about threats before his 2018 murder. These provisions sunset after three years, with limited exceptions for defense against external threats or U.S. personnel security.

Elijah E. Cummings Family Asthma Act

Maddy summaryThis bill authorizes $70 million annually (2024-2028) to strengthen CDC asthma programs, requiring states to collect detailed data on asthma rates, hospital visits, and emergency department use by race, age, and location. It mandates CDC collaboration with states to develop targeted asthma control plans, improve public education about triggers and management, and publish annual reports tracking progress on reducing health disparities. The bill directly affects all Americans with asthma - particularly communities disproportionately impacted by higher rates (such as Black Americans, Native individuals, Puerto Ricans, and low-income populations) - by improving data-driven public health responses. Key mechanisms include standardized data collection from health records, annual public reporting, and congressional reports evaluating federal and state efforts to reduce asthma-related hospitalizations and mortality.
