HEARTS Act of 2025

Maddy summaryThis bill creates a new National Center for Alternatives to Animals in Research and Testing within the National Institutes of Health (NIH). It requires NIH to establish incentives for researchers to adopt non-animal methods - such as organoids, AI models, and 3D human cell systems - before approving animal-based studies, and mandates that all federally funded institutions publicly report annual animal usage data by species. Covered entities must also submit biennial plans to reduce animal use and update their reports every two years. The law aims to implement a 1993 congressional mandate for reducing animal research through transparency, new resources, and standardized evaluation of alternatives.

EAGLES Act of 2025

Maddy summaryThe EAGLES Act of 2025 reauthorizes and expands the Secret Service's National Threat Assessment Center (NTAC), directing it to lead national efforts in preventing targeted violence, particularly in schools. It mandates the NTAC to provide training, research, and consultation on evidence-based threat assessment programs for schools, law enforcement, and mental health professionals, with a focus on early intervention for students showing concerning behavior. The bill allocates $10 million annually (2026-2030) for these programs, requires hiring specialists in child psychology and school threat assessment, and mandates annual reports to Congress on training reach and effectiveness. This directly affects K-12 schools, local educational agencies, and public safety officials by establishing standardized protocols to prevent violence before it occurs.

Expressing support for designation of the month of February 2025 as "National Teen Dating Violence Awareness and Prevention Month".

Maddy summaryThis resolution (HRES 128) formally designates February 2025 as "National Teen Dating Violence Awareness and Prevention Month" in the U.S. House of Representatives. It does not create new laws or programs but expresses support for raising public awareness about teen dating violence, which includes physical, sexual, psychological, and technology-facilitated abuse. The resolution calls on schools, communities, parents, and organizations to observe the month with activities promoting healthy relationships and prevention. It directly affects public awareness efforts nationwide, emphasizing the disproportionate impact of dating violence on teens, especially young women, based on CDC and other data cited in the resolution. United States-Israel Defense Partnership Act of 2025

United States-Israel Defense Partnership Act of 2025 This bill requires or authorizes certain actions to increase defense-related cooperation between the United States and Israel. Specifically, the bill requires the Department of Defense (DOD) to establish a cooperative program, with the concurrence of Israel's Ministry of Defense (MOD), to develop and deploy advanced technologies for countering unmanned systems that threaten the United States and Israel; establish in Israel an office of the Defense Innovation Unit (an organization that focuses on rapidly fielding and scaling commercial technology across the U.S. military); and seek to engage Israel's MOD on the ascension of Israel into the national technology and industrial base (currently defined in law as the persons and organizations engaged in research, development, production, integration, services, or information technology activities conducted within the United States, the United Kingdom, Australia, New Zealand, and Canada). The bill authorizes DOD, upon request of Israel's MOD, to jointly conduct research, development, test, and evaluation (RDT&E) of emerging technologies such as artificial intelligence and robotics to meet defense challenges. Additionally, the bill extends the authority for DOD to (1) carry out RDT&E on a joint basis with Israel to establish anti-tunnel and counter unmanned aerial systems capabilities through 2028, and (2) transfer defense articles intended for use as reserve stocks for Israel through January 1, 2029.

Honoring Our Fallen Heroes Act of 2025

Maddy summaryHR 1269, the Honoring Our Fallen Heroes Act of 2025, expands benefits for public safety officers (like police and firefighters) who develop certain cancers linked to their work. It adds 22 specific cancers - including lung, mesothelioma, and breast cancer - to the list of conditions presumed to be "exposure-related" and sustained in the line of duty. This presumption applies if the officer served at least 5 years, was diagnosed with the cancer within 15 years after last active duty, and the cancer directly caused death or permanent disability. The bill also establishes a process for adding new cancers every 3 years based on medical evidence from agencies like NIOSH, and allows claims to be filed within 3 years of the law's enactment.

Korean American Divided Families National Registry Act

Maddy summaryHR 1273 creates a national registry for Korean Americans separated from family members in North Korea after the 1953 Korean War Armistice. The State Department will collect family information to organize future reunions (in-person or via video) in the U.S., South Korea, or third countries, and maintain a private internal database of affected families. The bill requires the State Department to prioritize family reunions in U.S.-North Korea talks, consult with South Korea, and submit annual reports to Congress on registry status, reunion participation, and North Korea's cooperation. It directly affects Korean Americans with living relatives still in North Korea who seek reunification.

START Housing Act of 2025

Maddy summaryThis bill reauthorizes the Recovery Housing Program through 2031, extending its current funding period and changing how states receive funds. It directs the Secretary to prioritize states with the highest need based on four specific data points: unemployment rates (2019-2023), low labor force participation, drug overdose deaths, and unsheltered homelessness counts. States must use these funds to supplement, not replace, existing housing funding and consult with local housing groups before implementing programs. The bill also allows 2% of funds for technical assistance and best practices sharing.

Extending Limits of U.S. Customs Waters Act

Maddy summaryHR 1268 updates the legal definition of U.S. customs waters in two key laws (the Tariff Act of 1930 and the Anti-Smuggling Act) to align with current international maritime standards. It replaces the outdated "four leagues from the coast" language with specific references to the U.S. territorial sea (per Presidential Proclamation 5928, 1988) and contiguous zone (per Presidential Proclamation 7219, 1999). This change directly affects U.S. Customs and Border Protection enforcement activities in coastal waters. The bill makes no new policy or tax changes - it only clarifies existing legal boundaries for customs jurisdiction. The update takes effect upon the bill's enactment.
