Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Education relating to "Waivers and Modifications of Federal Student Loans".

Maddy summaryHJRES 45 is a congressional disapproval resolution targeting a specific Department of Education rule about federal student loans. It seeks to block the rule implementing "One-Time Federal Student Loan Debt Relief" (including modifications to Perkins, FFEL, and Direct Loan programs) by invoking the Congressional Review Act. If passed, this resolution would nullify the rule, preventing the Department of Education from using it to modify or waive student loan obligations. The bill directly affects borrowers who might have qualified for debt relief under the targeted rule.

Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Proposing an amendment to the Constitution of the United States giving Congress power to prohibit the physical desecration of the flag of the United States.

Maddy summaryThis proposed constitutional amendment would give Congress the authority to ban physical acts that desecrate the U.S. flag, such as burning or trampling. If ratified by 38 states (three-fourths of all states), it would allow federal laws prohibiting such acts. The amendment does not currently prohibit flag desecration but seeks to change the Constitution to permit it. It would directly affect individuals engaging in physical flag desecration. The bill is pending in the House Judiciary Committee and requires state ratification to become part of the Constitution.

Expressing support for the designation of May 5, 2023, as the "National Day of Awareness for Missing and Murdered Indigenous Women and Girls".

Maddy summaryThis resolution designates May 5, 2023, as the "National Day of Awareness for Missing and Murdered Indigenous Women and Girls" to honor victims and support families. It asks the public to commemorate affected individuals and demonstrates solidarity with impacted communities. The bill also recommends the Justice Department commission a new study to update statistics on violence against Indigenous women, referencing the 2016 DOJ study that found 84.3% experienced violence in their lifetime. Maddy summaryHRES 456 is a procedural resolution that allows the House of Representatives to consider H.R. 3746, the bill proposing a responsible increase to the U.S. debt ceiling. It waives objections to the bill’s consideration, sets one hour of debate equally divided between the majority and minority leaders of the Ways and Means Committee, and permits one motion to recommit. AM Radio for Every Vehicle Act of 2023

Maddy summaryThis bill requires that AM radio receivers be included as standard equipment in all new motor vehicles (such as cars and trucks) sold in the United States, with a rule to be issued by the Department of Transportation within one year. The rule must ensure AM radio is easily accessible on the dashboard and allows manufacturers to use digital AM radio technology instead of traditional AM. During the one-year period between the bill's enactment and the rule's effective date, manufacturers must clearly label vehicles without AM radio. The bill also directs a study to evaluate whether an alternative system could deliver emergency alerts as reliably as AM radio across the country, especially during crises.

Fuels Parity Act

Maddy summaryHR 3337, the Fuels Parity Act, removes a prohibition that previously excluded corn starch ethanol from being counted as "advanced biofuel" under the Clean Air Act. This change directly affects corn-based ethanol producers by allowing corn starch ethanol to qualify under renewable fuel standards. The bill also requires the EPA to update its methodology for calculating greenhouse gas emissions from corn-based ethanol and biomass-based diesel every five years, starting 90 days after enactment, with the first update mandating the use of the Argonne National Laboratory's GREET model. These provisions aim to standardize how emissions are assessed for these fuels under federal renewable fuel programs.
